ORDER:
In the G.O first read above consolidated guidelines specifying the terms and conditions for the grant of centralised permission for the use of Public Right of Way (ROW) by any private or public sector applicant proposing to lay Optic Fibre Cables (OFCs) in Tamil Nadu were issued. In the G.O second read above Policy guidelines for taking up Maintenance and Last Mile Connectivity work were issued.
2. M/s Videsh Sanchar Nigam Limited (VSNL) in the letter third read above has requested the Government to permit VSNL to lay the Optic Fibre Cable connectivity network in Chennai City and other Districts in Tamil Nadu.
3. The Commissioner, Chennai Corporation In his letter fourth read above has recommended for issue of permission to M/s VSNL for the use of public Right of Way in Chennai City.
4.Government accept the recommendation of the Commissioner, Chennai Corporation and accord permission to M/s VSNL for use of public Right of Way in Chennai City for laying of Optical Fibre Cable subject to the following conditions:
- a) The general terms and conditions prescribed in the G.O's first and second read above and the amendments that may be issued from time to time shall be applicable.
- b) That any change in policy with respect to payment of Annual Track Rent, if any, in future will be made applicable to the applicant.
- c) Applicant shall follow 'trenchless excavation method' while laying OFC in the roads falling in the urban areas as far as possible.
- d) The High Level Committee already constituted under the District Collector comprising of the officials of the local body, Police and Highways Department will monitor the progress of laying Optic Fibre Cable in their respective jurisdictions.
e) The Applicant has to give an undertaking to the Commissioner of Chennai Corporation and the District Collector, Chennai stating that they will provide 2 Mbps free bandwidth at Chennai city for the project of Tamil Nadu State Wide Area Network (TNSWAN) executed by ELCOT.
5.M/s Videsh Sanchar Nigam Limited (VSNL) is requested to initiate further action and keep the Government informed of the progress in implementation of their project.
