ORDER:

       In the G.O. first read above, consolidated policy guidelines specifying the terms and conditions for the grant of centralised permission for the use of Public right of way by any Private or Public Sector applicant that proposes to lay Optic Fibre Cable (OFCs) in Tamil Nadu were issued.

2.         Tvl.Bharti Acquanet Ltd., New Delhi have proposed to bring in a very large capacity OFC from Singapore to Chennai.  They have submitted a proposal to the Government for using the Public right of way on the Beach and along the roads of Foreshore Estate to bring the cable in to their proposed building at the South Canal Bank Road, in the Santhome area, and have sought the centralised permission of the Government  to use the public right of way within Chennai Muncipal Corporation areas at Santhome to lay OFC s.  

3.         The proposal of the above company has been carefully examined by the Government.  The Collector of Chennai has conveyed his `No objection’ for laying OFC in  the beach portion of the  land under reference, subject to the condition that the company should get the concurrence from Environment Department, Government of India  and to pay annual track rent @  Rs.9400/- per k.m. per year.  The Commissioner,  Corporation of Chennai has also conveyed his    ‘ No objection’ for laying these OFC cables along the roads in Foreshore Estate by this company

4.         Accordingly, the Government hereby accord its 'in principle' approval to the proposal of M/s.Bharti Aquanet Ltd.,  for using the public right of way on the Beach and along Chennai Corporation roads, in terms of  latest guidelines issued in the G.O. first read above,  subject to the conditions referred to in para 3 above and subject to Tvl.Bharti Acquanet Ltd.,  getting the appropriate licence/permission  from Government  of India,   the Tamil Nadu Maritime Board and the Ministry of Defence, wherever  necessary.

5.         Tvl.Bharti Aquanet Ltd., are advised to initiate further action and keep the Government  in Information Technology, MAWS Departments and Corporation of Chennai  informed of the progress in implementation of their project through detailed fortnightly reports.
