----------

ORDER:

In the G.O. first read above, orders were issued for the formation of Tamil Nadu Institute of Information Technology (TANITEC) under section 25 of the Companies Act 1956, with the primary object of producing high quality human resources for meeting the needs of the State’s Information Technology Industry.

2. TANITEC’s academic courses were linked to Anna University and it was expected that the Institute will gradually develop into a self-financing University.  10 acres of land belonging to Anna University in the Taramani area was allotted to TANITEC for construction of its permanent campus.    A sum of Rs.10 crores was also sanctioned and disbursed to TANITEC as Government’s share capital contribution.

3. TANITEC has faced several problems since its inception and therefore has not fulfilled any of its objectives so far.  The Accountant General, Tamil Nadu had commented that TANITEC has not emerged as a self-financing institution of excellence as originally conceived and had suggested that there is a strong case for reapprising the continuance TANITEC in its present form.

4. The Vice-Chancellor, Anna University, in his letter second read above has suggested that TANITEC may either be merged with Anna University to enable the University develop TANITEC as an IT center of excellence or it should be delinked completely from Anna University to go it his own way to avoid any inconvenience to both.

5. The Government have reviewed the functioning of TANITEC in detail and after careful consideration of all relevant factors, pass the following orders:

  1. (1)     TANITEC shall be merged with Anna University.
  2. (2)     Anna University will absorb all the existing faculty and staff in  TANITEC
  3. (3)      TANITEC should dissolve itself as an entity under the Companies    Act 1956
  4. (4)      TANITEC shall immediately move out of its existing premises into the main campus of Anna University
  5. (5)      TANITEC should relinquish its right over the 10 acres of land allotted to it at Taramani and handover the same to Anna University.

6. The Chairman, TANITEC is requested to take immediate follow-up action.  After the orders in para 4 above are given effect to, further activities connected with TANITEC will be handled by the Government in Higher Education Department.

7. Notwithstanding the contents of the orders above, the Tamil Virtual University (TVU) will continue to be under the administrative control of Information Technology Department.  Separate orders will be issued regarding the funds already provided to TVU from TANITEC and the future transfer of funds from TANITEC to TVU.
