ORDER:
In the G.O. read above, the Government have issued consolidated guidelines to regulate the use of public right of way for laying Optic Fibre Cable (OFC) in Tamil Nadu. As per the guidelines, the restoration work will be done by the firms laying the OFC in areas other than State/ National Highways at their own cost according to the standards prescribed by the Highways department and in respect of digging up the State Highways and National Highways road for laying OFC the Highways department shall take up the restoration work departmentally according to the standards prescribed.
2. The Government have reviewed the progress of work done by the Public / Private licensed basic Telecom Companies in the districts and there is a need for an "Institutional Mechanism" for better monitoring and co-ordination among the various agencies at the district level.
3. Accordingly, the Government direct that a High Level Committee shall be constituted in each district under the District Collector comprising of the officials of the local body, Police and Highways to monitor and co-ordinate the digging and the restoration work of the Public/Private licensed basic Telecom Operators. This high Level Committee shall meet every fortnight for the purpose of monitoring and co-ordinating of the roll out plan of the Optic Fibre Cable network in their district.
4. The Collectors are directed to send the fortnightly report to the Government for review.
