ORDER:

In the Government Orders first & second read above, Information Technology Department was created in the Secretariat for the growth and development of Information Technology in Tamil Nadu and a  Secretary to Government was posted in one of the cadre posts to head the Information Technology department.  The Information Technology subjects dealt with by Industries, Higher Education and  Planning & Development  departments were transferred to the newly formed Information Technology department in the G.O third read above.  The Personal Staff to the Secretary comprising of temporary posts of  one Private Secretary, One Personal Assistant, One driver and 4 Office Assistants were orginally sanctioned  in the G.O. fourth read above and they are continued from time to time.

2. The Government have been examining the need for strengthening the Information Technology department for quite some time as the State prepares to establish itself as a destination of choice for Information Technology investments, introduce E- Governance and bridge the digital divide by upscaling projects etc.

3. The Government, after careful consideration, have decided to equip Information Technology department by drafting specialists from National Informatic Centre (NIC), Institute of Remote Sensing (IRS) & ELCOT on deputation basis to advise IT Department on technical matters relating to IT and provide necessary supporting administrative staff at the Secretariat.

4. Accordingly, the Government  pass the following orders.

  1. (a)    Three  teams   for  (1)  IT  promotion  &   IT  enabled  services.   (2) E-Governance  & IT  Applications     and   (3)   Human Resources Development  & Infrastructure   shall be formed. Each Team will be headed  by a Team Leader with 2 Team Members.  All the three teams will work under a Director ( Technical ).  Specialists will be drawn from NIC, IRS & ELCOT to man the above posts on deputation basis and they will draw their salary from their respective organisations.
  2. (b)  Team (1) & (3) will be positioned at ELCOT. The Team (2) will function at the Secretariat, for which necessary space will be found by Government in Public Department.
  3. (c)  One  post  of Unde Secretary  to Government and two  sections  with complementary staff exclusively for the IT department in Secretariat   will be    sanctioned    to   provide necessary administrative backup.  The   posts   will be filled up by redeployment of surplus staff in  Secretariat.

5.  The Managing Director, ELCOT is requested to take necessary follow up action for formation of the teams as well as filling up of the posts of team members and the Director by deputation as ordered in paragraph  4 (a) above. 

6.  The Secretary to Government, P&AR department is requested to issue orders sanctioning the posts of Under Secretary to Government and two sections with complimentary staff exclusively for the IT department and for filling up of the posts as ordered in para 4 (c) above.
