ORDER:
In IT Policy 2002 it has been mentioned that specific communication networks for the Government sector will be set up and facilitated.
2. Hon’ble Minister( L,IT&E) has announced in the Assembly during the Budget session 2003-04 that the Government will establish the Tamil Nadu Virtual Private Network (TNVPN) through Public Private Partnership. This Virtual Private Network will be linking all the Government departments to provide Voice, Data and Video connectivity for improving the delivery of services to the citizens and for improving the response-time and transparency. Connectivity will be established for the 29 District Head Quarters to Chennai and also to Taluks and Blocks using the free 2Mbps bandwidth available from Private Communication Providers (PCPs).
3. The communication infrastructure is being augmented by fibre optic backbone network throughout the State by various PCPs. Tamil Nadu Government has issued necessary Government orders to grant centralized permission for the use of Right Of Way (ROW) by the PCPs. Each PCP has to provide free Bandwidth of 2Mbps for connecting the State Headquarters to the District Headquarters, dynamic bandwidth allocation at State Headquarters among various Government users and also Intra District bandwidth requirements.
4. Vide G.O.No.31 dated 18.11.2003 Government has given approval for the setting up of Tamil Nadu State Wide Area Network (TNSWAN), appointment of the Consultant, Scope of Work, Terms of Reference and the estimated cost for Consultancy & Monitoring.
5. TNSWAN will be the backbone connectivity network for the State which will be implemented in phased manner to establish connectivity up to the Taluk level.
6. It has been proposed to constitute a State Level Committee for overseeing and coordinating the rollout & implementation of TNSWAN in Tamil Nadu.
7. The Government after examining the above proposal approved the setting up of a State High Level Committee under the Chairmanship of Minister (L,IT&E ) consisting of the following members:

· Deputy Director General , NIC

· Managing Director, ELCOT

· Telecommunication faculty from IIT

· Telecommunication faculty from Anna University

· General Manager ( CD), ELCOT
8. The Committee will be called the "State High Level Committee for TNSWAN", and will work with the Consultant and review the progress of TNSWAN periodically.
This order is issued with the concurrence of the Finance Department. vide its U.O.No.2789/FS/P/03, dated 1.9.2003.
