ORDER:

The State of Tamil Nadu is one of the first States in India to announce a separate IT Policy, and with a IT Council chaired by the Chief Minister, and is visionary in adopting a Knowledge State mindset.

Mr.Scott Mc Nealy, CEO of Sun Microsystems during his visit to India 2003 called on the Hon’ble Chief Minister of Tamil Nadu and a tripartite Memorandum of Understanding (MoU)  was signed between Government of Tamil Nadu represented by Secretary IT, Anna University represented by Vice Chancellor and the Sun Microsystems represented by Mr.Bhaskar Pramanik, MD of Sun Microsystems India Limited in presence of the Hon,ble Chief Minister for the establishment of a KDC.

As per the MOU, a Joint Executive Committee (JEC) needs to be formed to implement the project. In the MoU it was suggested that the JEC would be headed by the Vice Chancellor - Anna University as the Chairman, Secretary IT as the Co-Chairman, the Managing Director- ELCOT as Member Secretary and two nominated members each from Government of Tamil Nadu, Anna University and Sun Micro systems. The committee   will   assist   in   the   planning    and   development   of   the  KDC and  subsequent e-Government projects & Plans.

Nominations were asked for from Anna University & Sun Micro System through ELCOT  who have informed the names of the individuals proposed.

Accordingly the Government accepts the proposal and the following JEC is constituted.

   2. Secretary, IT, Government of Tamil Nadu   - Co-Chairman
   3. Commissioner, Government Data Centre   - Representing Government of Tamil Nadu
   4. Special Secretary (Finance) - Representing Government of Tamil Nadu. 
   5. Dr.K.Udhaya Kumar,           - Representing  Anna University
   6. Dr.K.M.Mehata,                  - Representing  Anna University
   7. Thiru.Vishal Dhupar             - Representing Sun Microsystem
   8. Thiru.Ganesh Mahabala       - Representing Sun Microsystem   
   9. Managing Director, ELCOT   - Member Secretary

The responsibilities and other terms and conditions of each parties will be as stated  in the MoU. This order issues with the concurrence of Finance department vide its U.O.No: 1282/FS/P/2003, dated 1.4.2003.
