ORDER:
Tamil Nadu has emerged as a preferred destination for Information Technology (IT) and Information Technology Enabled Services (ITES) investments. In order to attract IT and ITES investments Government of Tamil Nadu has announced various concessions to IT companies in IT Policy of Tamil Nadu 2002. Section 6.2.1 (iv) of the policy states as follows"
"Government of Tamil Nadu will also facilitate the participation of SME's in Government approved International / National IT trade shows and exhibitions so as to enable them to tap new markets. A 30 % subsidy will be allowed in respect of the stall rent payable by the participating SME units with turnover not exceeding Rs. 10 Crores in the preceding year."
The MD, ELCOT has sent a proposal for framing guidelines / terms and conditions for availing 30% subsidy to Small and Medium Enterprises (SMEs) on stall rent for participation in International/ National Exhibitions.
After careful examination, the Government direct that the guidelines / terms and conditions stipulated in the annexure to this Government order should be followed strictly for availing 30% subsidy to SMEs on stall rent for participation in International/ National Exhibitions/events.
This order issues with the concurrence of the Finance Department vide its U.O.No 77395/04-1,Finance (Industries) dated 29.11.2004.

GUIDELINES / TERMS AND CONDITIONS FOR AVAILING 30% SUBSIDY TO SMEs ON STALL RENT FOR PARTICIPATION IN INTERNATIONAL/ NATIONAL EXHIBITIONS/EVENTS.
Eligibility:
1. The object of the scheme is to provide assistance by way of subsidy to SMEs for participation in Government approved International / National IT trade shows and exhibitions so as to enable them to tap new markets.
2. IT companies with turnover not exceeding Rs.10 crores in the previous year are eligible.
3. The IT companies registered with SSi / MSI / STPI having their Registered Office in Tamil Nadu only are eligible for subsidy.
4. The amount of subsidy is limited to 30% in respect of the stall space (Shell space only) rental for 9 sq. mts. subject to ceiling of Rs.45,000/ for International Exhibition and Rs.27,000/ for National exhibition.
5. Government may not impose any objection for the IT companies receiving travel aid / subsidies from the Government of India in addition to the incentive provided under this scheme.
6. List of events, for which subsidy to SME participation will be given, will be issued no more than once a year and is not automatically renewed for the subsequent years.
Process:
1. The selected International Events / National Events eligible for subsidy would be published in the ELCOT’s website.
2. The company should register through on-line only. The Registration ‘Form A’ will be made available in the ELCOT website.
3. On filling the ‘Form A’ priority number will be auto generated and sent to registered parties through e-mail only.
4. Subsidy will be restricted to 10 exhibitors per event on first come first served basis.
5. IT firms may participate in more than one event. If there are more than 10 eligible applicants for a particular event, priority will be given to companies that have not availed the subsidy for the particular year in any other event.
6. The company along with ‘Form B’ should produce the audited annual reports / copy of the auditor’s certificate for the preceding year as a proof of turnover while submitting claims for subsidy apart from other documents specified in the form.
7. The subsidy will be restricted to 30% of the actual amount paid subject to ceiling amount given.
8. Subsidy would be reimbursed after SME participation in the notified exhibitions.
9. Proof of participation should be submitted to ELCOT / Department of IT for reimbursement after the exhibition.
