ORDER:

In the G.O.Ms.No.7, Information Technology Department, dated 12.02.2001 consolidated policy for the grant of centralized permission for the use of  public Right Of Way by any private or public sector applicant that proposes to lay optic fibre cables in the National and State Highways and other roads in Tamil Nadu were issued.

2.       Government vide G.O.Ms.No.9, Information Technology Department, dated 04.07.2002 have already issued orders for creation of a District High Level Committee for overseeing the smooth execution of the communication project.  The District Collector is the Chairman of this High Level Committee that meets every fortnight for the purpose of monitoring and  coordinating the roll out plan of the Optic Fibre Cable network in their districts.

3.       Several of the private communication providers have requested the Government for clearances/permission for amendment of existing Government Orders for removal of restrictions on installations of Base Transreceiver Station Towers   (BTS towers), permission from side setback rules for BTS towers, request for supply of electricity through Tamil Nadu Electricity Board to the BTS towers pending plan approval etc.  All these clearances/amendments require Inter and Intra departmental consultation and examination. 

4.       The provision of Communication infrastructure throughout Tamil Nadu has been reviewed by the Government and it has been proposed to constitute  the State High Level Committee for Telecommunication Coordination for review of provision of Communication infrastructure throughout Tamil Nadu periodically.

5.       The Government have examined the above proposal and have decided to set up a State High Level Committee for Telecommunication Coordiantion comprising of the following:-

  1. (1)   Secretary to Government, Information Technology Department
    (2)   Secretary to Government, Finance Department
    (3)   Secretary I to Chief Minister

6.       The Committee will be called  the "State High Level Committee for Telecommunication Coordination", and will coordinate inter-departmental clearances specific to the Telecommunication sector related to the Information Technology  in the State of Tamil Nadu.

7.       The Secretaries to Government of the concerned department will be co-opted depending on requirement.  The Committee will meet periodically as and when required.
