ORDER: 

While moving the demand No.30, of Information Technology Department in the Legislative Assembly, the then Hon'ble Minister for Finance & Information Technology has announced a scheme to implement Electronic Delivery of Services (EDS) for the benefit of citizens.  The system will facilitate the citizens to pay their utility dues to Government organisations such as TNEB, Metro water, Chennai Corporation etc.  The Managing Director, ELCOT  has stated that in executing the Electronic Delivery Services project various Government departments have to be contacted and they will have to be involved for early and successful implementation of the above project.  Therefore he suggested that a Steering Committee headed by the Chief Secretary may be formed for inter departmental coordination and to augment the implementation of EDS project.  He also suggested that the Managing Director, ELCOT be the member Secretary to be assisted by General Manager (Marketing) ELCOT. 

2.       The matter was examined by the Government and after consideration have decided to set up a "Steering Committee for EDS" comprising of the following as constituents of the Steering Committee for the implementation of EDS proejct:- 

          (i)  Chief Secretary to Government                           - Chairman
         (ii)  Secretary to Government, Finance Department    - Member
        (iii)  Secretary to Government, IT Department             - Member
        (iv)  Secretary to Government, P&D Department         - Member 
         (v)    Secretary to Government, MAWS Department     - Member
        (vi)    Secretary to Government, Energy Department     - Member
       (vii)  The Managing Director, ELCOT                          - Member Secretary
