A proposal for Secretariat Knowledge System (SKS), a project intended to automate the functions of the Secretariat, has been given by Tata Consultancy Services to the Government of Tamil Nadu. Some of the salient features of the Secretariat Knowledge System are automatic routine task such as file movement, file numbering, Correspondence numbering, maintenance of Personal Register, helping decision making through check list, access to precedents act, rules and statues, prioritizing of work, building knowledge base, providing inter departmental interface and creation, movement, tracking and disposal of files in the Secretariat. The main objective of Secretariat Knowledge System is to build an electronic work place at the Secretariat to meet main objective such as create an office management system, prevent unnecessary work, enhance productivity, use IT as a vehicle to design and effective work place and policy based processing.
2. The Government, after careful consideration have decided to set up a Steering Committee headed by Chief Secretary to Government comprising of the following members to implement the Secretariat Knowledge Systems.

Secretary to Government, P&D Department
Secretary to Government, P&AR Department
Secretary to Government, Public Department
Secretary to Government, Finance Department
Deputy Director General, National Informatics Centre and
Managing Director, ELCOT.
3. The Managing Director, ELCOT will be the Member Secretary of the above Committee.
