ORDER:

The matter of adoption of an operating system either on an open source basis or on a proprietary source basis appropriate for Government of Tamil Nadu for its offices and other applications was discussed at length with Development Commissioner/ Secretary Finance, Secretary Information Technology Department and Managing Director, ELCOT. It was felt that the issue should be examined by the constitution of a Committee of Experts which would examine the advantages and disadvantages of adoption of either operating system.

2. Based on the discussions, the Managing Director, ELCOT has sent proposals for the constitution of a Committee of Experts with suggested names of experts.

3. The Government accept the proposals of the Managing Director, ELCOT and direct that a Committee of Experts be constituted immediately with the following composition for examining the advantages and disadvantages of adoption of an operating system either of open source software or proprietary source.

1.Thiru E. Balagurusamy, Vice Chancellor, Anna University

- Chairman

2.Thiru Hans Raj Verma, Managing Director, ELCOT

- Member Secretary

3.Thiru A. Mohan, Deputy Director General , NIC, Chennai

- Member

4.Dr. S. Raman, Head of Department, Department of Computer
   Science, IIT, Chennai

- Member

5.Thiru Murali Meenakshi, Senior Consultant, AU KBC research
   Centre, Anna University

- Member

 

4. The Committee will submit a report to the Government within a period of 6 weeks.

5. The Committee will be Second Class committee and the Chairman and Members will be eligible for TA/DA as per orders in force for the discharge of the duties of the committee.

6. This order issues with the concurrence of Finance Department vide its U.O.No. 5254/FS/P/02, dated 27.11.2002.
