About Us

 INTRODUCTION

The Government of India have constituted Soldiers' Board in 1919 throughout the union to look after the rehabilitation of serving, discharged and families of deceased Indian Soldiers.  The nomenclature of this Soldiers' Board was subsequently changed as Soldiers', Sailors' and Airmen's Board to include Naval and Air Forces Personnel also.

The Government of Madras constituted Soldiers', Sailors' and Airmen's Boards in each District, in 1943.  On the cessation of World War II, on account of demobilisation of large number of personnel from the Armed Forces the problems like, settlement of account, grant of pensions and restoration of lands, medical treatment, distribution of thousands of Medals/ Stars, etc. had to be looked into and the Government of India proposed to the State Governments that the expenditure and maintenance of the District Soldiers', Sailors' and Airmen's Boards should be shared equally between the Central and State Governments,

In 1945, the Government of Madras re-organised the Soldiers', Sailors' and Airmen's Boards by appointing the Deputy Director of Employment as Ex-Officio Secretary of the Madras Soldiers', Sailors' and Airmen's Board.  A full time Secretary was appointed as the Secretary, Tamil Nadu Soldiers', Sailors' and Airmen's Board, Madras in 1968.  Till 1974 the Tamil Nadu Soldiers', Sailors' and Airmen's Board functioned under the administrative control of Employment and Training Department.  From 26.10.1974 the Directorate of Ex-Servicemen's Welfare started functioning. The expenditure on the maintenance of the Department is shared equally between the Government of India and the Government of Tamil Nadu.

The welfare of Ex-Servicemen in the districts is looked after by the Assistant Directors of Ex-Servicemen's Welfare. The District Collectors are the Presidents of the District Soldiers', Sailors' and Airmen's Boards.  Presently 25 District offices are functioning.

INFORMATIONS ON ACTIVITIES OF D.E.W.:

Definition of Ex-Servicemen:

The eligibility of the retired Defence personnel to the status of ex-Servicemen is governed by the definition as laid down by the Department of Personnel and Training of Government of India.  The definition has been undergoing changes from time to time.  The following is the broad categorisation:-

(i)  Those released before 01 Jul 68: -    Any person who had served in any rank (whether as Combatant or not) in the Armed Forces of the Union and has been released therefrom otherwise than by way of dismissal or discharge on account of misconduct or inefficiency.

(ii)  Those released on or after 01 Jul 68 but before 01 Jul 79: -  Any person who had served in any rank (whether as a Combatant or not) in the Armed Forces of the Union for a continuous period of not less than six months after attestation and released therefrom, otherwise than by way of dismissal or discharge on account of misconduct or inefficiency.

(iii)  Those released on or after 01 Jul 79 but before 01 Jul 87: -  Any person who had served in any rank (whether as a Combatant or not) in the Armed Forces of the Union for a continuous period of not less than six months after attestation, if discharged for reasons other than at their own request or by way of dismissal or discharge on account of misconduct or inefficiency and not less than 5 years of service if discharged at own request.

(iv)  Those released on or after 01 Jul 87: - Any person who had served in any rank (whether as a Combatant or not) in the Armed Forces of the Indian Union  and was released/ retired with any kind of pension from Defence Budget or released on completion of specific terms of engagement with gratuity otherwise than at his own request or by way of dismissal or discharge on account of misconduct or inefficiency.

In addition, the personnel of Territorial Army (TA) of the following categories, viz., pension holders for continuous embodied service; persons with disability attributable to military service; and gallantry award winners retired on or after 15.11.86 and the personnel of the Army Postal Service (APS) who are a part of the regular Army and retired from such service, i.e. directly from the Army Postal Service itself, without reversion to P&T Department with a pension or who have been released from such service on medical grounds attributable to military service or circumstances beyond their control and awarded medical or other disability pension are also covered within the definition of Ex-Servicemen w.e.f. 19 Jul 89.

Armed Forces of the Union means the Army, Navy and Air Force of the Indian Union, including Armed Forces of the former Indian States but excludes the persons who have served in Defence Security Corps, General Reserve Engineering Force, Lok Sahayak Sena and Para Military Forces (PMF).

The eligibility of the person to the status of ex-Servicemen will be governed by the definition in vogue at the time of his discharge and will not be affected by the changes in the definition subsequent to his discharge.

IDENTITY CARD FOR EX-SERVICEMEN / WIDOWS:

Soon after their discharge, Ex-Servicemen should approach the concerned District Office of the Ex-Servicemen’s Welfare along with their original Discharge Certificate and two copies of stamp size photographs.  Their names will be registered in the prescribed form and Identity Card will be issued free of cost. Ex-Servicemen belonging to other districts as per the entries in the Discharge Certificate need to establish their place of residence after discharge with proof of residency.
