Anaithu Peruratchi Anna Marumalarchi Thittam

Government accorded sanction for the release of funds in the G.O.No.94 (TP2) MA & WS Dept, dated.6.7.2007

The Honourable Minister of Rural Development and Local Administration announced on the Floor of Assembly on 11.04.2007 that “Anaithu  Peruratchi Anna Marumalarchi Thittam” will be implemented in all the 561 Town Panchayats in a span of four years commencing from this year 2007-2008. Under the Scheme, all basic infrastructure facilities will be provided in the Town Panchayats. A total amount of Rs.280.50 Crore will be provided, and earmarked for this scheme, at the rate of Rs.70.00 crore for 140 Town Panchayats per year.  Under this scheme the following works will be taken up in the Town Panchayats.

 1)                Providing B.T. Roads

2)                Construction of Community Halls

3)                Improvement of Water Bodies

4)                Providing C.C. Roads

5)                Improvement of Bus Stand/Shandy

6)                Improvement of Burial Ground

7)                As per the Town Panchayat's requirements

 During this year 2007-08 in 140 Town Panchayats, 1483 works at a estimated cost of Rs.73.47 crores were taken and targeted to complete 31.3.2008.

NABARD Assisted Comprehensive Road Development Programme

It is proposed to upgrade 668.012 K.M. link roads to the standard of Bus plying road in 317 TPts at an estimate cost of Rs.72.44 Crores with loan assistant by NABARD. 

Devolution of Fund Works

During the year 2007-08, it is proposed to taken up work from the devolution of funds in the following sectors,

· Rain Water Harvesting

· Collectors Development Fund

· Geographical Disadvantage fund

· Liquid Waste Management

· Improvement of Bus stand

· Improvement of Shandies

· Underground Sewage Scheme

MPLAD Programme

Under the scheme, each MP has the choice to suggest to the District Collector for, works to the tune of Rs.2 Crores per annum to be taken up in his/her constituency. The Rajya Sabha Member of Parliament can recommend works in one or more districts in the State from where he/she has been elected. The Nominated Members of the Lok Sabha and Rajya Sabha may select any one or more Districts from any one State in the Country for implementation of their choice of work under the scheme.

Under MP Local Area Development Programme 213 works taken up in the TP area at a estimate cost of Rs. 62.40 lakhs.

MLACD Programme

The main objective of the Scheme is to bridge the critical infrastructural gap in the Assembly Constituencies.  Under this Scheme, each Member of the Legislative Assembly shall identify the works that should be executed in his constituency. Allocation for each assembly constituency was increased from Rs.100.00 lakhs to Rs.120.00 Lakhs. The works proposed by MLAs are taken up and executed in accordance with the guidelines issued in this regard. Under this scheme 3410 works were taken up at a cost of Rs.199.03 lakhs.

Community Based Environment Development Programme (CBED)

Chennai Metropolitan Development Authority (CMDA) has initiated a program for the improvement of the environment of Urban Local Bodies with in the CMDA area.

Objectives:

· To enable the participation of the community at the grass root level to identify and prioritize environment related issues affecting all sections of the community.

· To ensure full stakeholder participation including the elected representatives, to create a common platform for the community to work together to solve the local issues that will be unique to the respective areas, in the manner that is acceptable to all stakeholders.

· To help build capacity level at the level to plan, co-ordinate and formulate feasible, bankable project proposals with emphasis on environment considerations, multi-sectoral co-ordination and effective participation of public and private sectors.

· To ensure better maintenance and utilization of the assets created and to develop a spirit of ownership amidst the beneficiaries.

· To institutionalize the process and

· To replicate & upscale the process

During the year 2006-07 infrastructure facilities works were taken up in 7 CMDA TPts at cost of Rs.59.45 lakhs, for the year 2007-08 the proposal sent to Government and the funds are awaited.

Local body Assistance Programme (LAP)

During the year 2006-07 infrastructure facilities works were taken up in 10 CMDA TPts at cost of Rs.100.88 lakhs for the year 2007-08 the proposal sent to Government and the funds are awaited.

Solid Waste Management

Solid Waste Management (SWM) is one of the obligatory functions of the Urban Local Bodies.  100% of Door to Door Collection of wastes and disposal. Production of Compost from waste, recycling of recyclable wastes and using plastic wastes for the laying of BT Roads. The Government have released a sum of Rs. 16.05 Crores during 2006-07 under the component solid waste management for creating SWM infrastructure in  Town Panchayats.  During 2007-08, a provision of Rs. 16.05 Crores has been made for the  improvement of infrastructure in the Town Panchayats.

Individual Household Toilets

As announced by Honorable Chief Minister during 2006-07, a scheme to construct individual toilets was launched with an intention to encourage the poor people to construct individual toilets by availing incentive amount of Rs.1,000/- per toilet from the Government.  40,000 toilets are have been taken up for construction during 2006-07.  It is proposed to construct 40,000 individual household toilets during 2007-08 in the Town Panchayats to prevent the public health hazards at an estimated cost of Rs. 4.00 Crores..

Twelfth Finance Commission Grants

From the year 2005-2006 grants are received from Twelfth Finance Commission for Maintenance of Core Civic Services in Town Panchayats.   In the years 2005-2006 and 2006-2007 State Budgetary allocation for Rs.3210.26 lakhs has been made under this scheme.  In the year 2007-2008 State Budgetary allocation for Rs.3210.26 has been made and Ist and IInd instalments for Rs.1605.13 lakhs has been sanctioned and disbursed to Town Panchayats. Under this scheme 50% of the amount has to be provided to Solid Waste Management, 20% towards Liquid Waste Management and Storm Water Drain, 20% towards Roads and Database and 10% on Current Consumption Charges.

Minimum Needs Programme (MNP)

To fulfill the Water Supply requirement this scheme will be executed in the APAMT Town Panchayats by TWAD.

Flood Relief

During the North East Monsoon 2006, restoration of damaged Road works in Town Panchayat areas  are under taken up and completed at cost of Rs.7.00 Crores.

Urban Infrastructure Development Scheme For Small And Medium (UIDSSMT)

Improve infrastructure facilities and help create durable public assets and quality oriented services in cities & towns, Enhance public-private-partnership in infrastructure development and promote planned integrated development of towns and cities are objectives of the scheme. During this year 495 works are taken up at a cost of Rs.63.24 crores.

Jawaharlal Nehru National Urban Renewal Mission JNNURM

The objectives of the JNNURM are to ensure that the following are achieved in the urban sector

(a) Focused attention to integrated development of infrastructure services in cities covered under the Mission;.

(b) Establishment of linkages between asset-creation and asset-management through a slew of reforms for long-term project sustainability;.

(c) Ensuring adequate funds to meet the deficiencies in urban infrastructural services;.

(d) Planned development of identified cities including peri-urban areas, outgrowths and urban corridors leading to dispersed urbanisation;.

(e) Scale-up delivery of civic amenities and provision of utilities with emphasis on universal access to the urban poor;.

(f) Special focus on urban renewal programme for the old city areas to reduce congestion; and

(g) Provision of basic services to the urban poor including security of tenure at affordable prices, improved housing, water supply and sanitation, and ensuring delivery of other existing universal services of the government for education, health and social security.

During this year in Porur (Thiruvallur) and Harveypatti(Madurai) Town Panchayats under Ground sewerage and Waster supply scheme are taken up at a cost of Rs.42.19 crores.

Integrated Housing And Slum Development Programme (IHSDP)

The basic objective of the Scheme is to strive for holistic slum development with a healthy and enabling urban environment by providing adequate shelter and basic infrastructure facilities to the slum dwellers of the identified urban areas.

The components for assistance under the scheme will include all slum improvement/upgradation/relocation projects including upgradation/new construction of houses and infrastructural facilities, like, water supply and sewerage. Cost of land for such projects will not be provided under the programme and has to be borne by the State Government.

Basic Service to Urban Poor (BSUP)

India, as per 2001 population census, 285.35 million people reside in urban areas. It constitutes 27.8% of the total population of the country. The raising urban population has given rise to increase in the number of urban poor. As per 2001 estimates, the slum population is estimated to be 61.8 million. The ever increasing number of slum dwellers causes tremendous pressure on urban basic services and infrastructure. In order to cope with massive problems, it has become imperative to draw up a policy/strategy to implement projects in selected cities on Basic service to the urban poor under JNNURM mission mode.

 Objectives of the Mission

              I.      Focused attention to integrated development of Basic Services to the Urban Poor in the cities covered under the Mission.

           II.      Provision of Basic Services to Urban Poor including security of tenure at affordable prices, improved housing, water supply, sanitation and ensuring delivery through convergence of other already existing universal services of the Government for education, health and social security. Care will be taken to see that the urban poor are provided housing near their place of occupation.

are  20 Town Panchayats situated in and around Chennai Metropolitan area of Kancheepuram (13 town Panchayats) and Tiruvallur District ( 7 Town Panchayats). The Basic Service to Urban Poor (BSUP) projects have been sanctioned for 5 Town Panchayats in Kancheepuram district and 1 Town Panchayat in Tiruvallur district as follows:-
