Schemes Schemes implemented in Town Panchayats Annaithu Perurachi Anna Marumalarchi Thittam (APAMT) Annaithu Perurachi Anna Marumalarchi Thittam (APAMT) The Hon’ble Minister for Rural Development and Local Administration has announced that Annaithu Perurachi Anna Marumalarchi Thittam, a flag ship scheme, would be implemented in all the 561 Town Panchayats in a span of four years commencing from the year 2007-2008, covering 140 Town Panchayats per year at an estimated cost of Rs.70.00 crore in each year. Annaithu Perurachi Anna Marumalarchi Thittam has been formulated to ensure that all the Town Panchayats are provided with all basic infrastructures such as roads, drains, community halls, office buildings, infrastructure in slum areas renovation of water sources etc,. The works have been identified by the Town Panchayats based on their development needs. The District Collectors have been empowered to accord Administrative Sanction to these works, which include strengthening of roads, formation of cement concrete roads, formation of parks, construction of community halls, office building, improvement of water supply, providing CFL, construction of bus stand / shandy, improvement of basic amenities in burial grounds, etc after obtaining the resolution of the council. During 2007-2008, 1493 works at a total project cost of Rs.70.00 crore have been implemented. In addition, 4173 number of works at a cost of Rs.240.24 crore were also taken up under convergence and dovetailing from various other department schemes. For the year 2008-09, 1428 works at an estimated cost of Rs.78.48 crore have been taken up in 140 Town Panchayats. Similarly, under convergence and dovetailing of schemes of other departments, 4652 works have been taken up at an estimated cost of Rs.353.15 crore. 12th Finance Commission Grants Grants are received from Twelfth Finance Commission for Maintenance of Core Civic Services in Town Panchayats. Under this scheme 50% of the amount has to be provided for Solid Waste Management, 20% towards Liquid Waste Management and Storm Water Drain, 20% towards Roads and Database and 10% on Current Consumption Charges. During 2008-09, a sum of Rs. 32.10 crore has been allocated under this scheme. A sum of Rs. 16.05 crore has been earmarked exclusively for the implementation of Solid Waste Management activities. During 2008-09 Government grant has been allocated for the following works under the Part II scheme:
Jawaharlal Nehru National Urban Renewal Mission (JNNURM) “Reforms driven, fast track, planned development of identified cities with focus on efficiency in urban infrastructure/services delivery mechanism, community participation and accountability of Urban Local Bodies (ULBs)/Parastatals towards citizen” is the Mission statement of the scheme. This scheme is applicable to the Town Panchayats fall within Chennai Metropolitan Development Authority limits and Urban Agglomeration area of Madurai and Coimbatore. 45 Towns are eligible for funding under JNNURM. The main thrust of the sub-Mission on Urban Infrastructure and Governance will be on major infrastructure projects relating to water supply including sanitation, sewerage, solid waste management, road network, urban transport and redevelopment of inner (old) city areas with a view to upgrading infrastructure therein, shifting industrial/commercial establishments to conforming areas, etc Under this scheme, Under Ground Sewerage Scheme (UGSS) projects to 9 Town Panchayats at the cost of Rs.350.29 crore have been sanctioned by Central Sanctioning Committee. The works will be executed by the Chennai Metropolitan Water Supply and Sewerage Board. Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) Improvement in infrastructure facilities and creation of durable public assets and quality oriented services in cities & towns, Enhancement public-private-partnership in infrastructure development and promoting planned integrated development of towns and cities are objectives of the scheme. This scheme is applicable to all Town Panchayats except those covered under JNNURM. The Sharing pattern is 90% GOI Grant and 10% TP loan from TUFIDCO. During 2008-09, 7 projects for providing Water Supply Scheme at the cost of Rs.22.71 Crore and UGSS to 4 Town Panchayats at the cost of Rs.32.12 crore have been sanctioned by Central Sanctioning Committee. The above works will be executed by the Tamil Nadu Water Supply and Draining Board. Integrated Housing and Slum Development Programme (IHSDP) and Basic Services to Urban Poor (BSUP) The Government of India have merged the erstwhile National Slum Development Programme and Valmiki Ambedkar-Avas Yojana (VAMBAY) into a new scheme named "The Integrated Housing and Slum Development Programme". This programme extends financial assistance to upgrade the standards of the living conditions of the Urban Poor in the slum areas of Town Panchayats. BSUP is implemented in Town Panchayats of CMDA area, Coimbatore and Madurai City agglomeration area only. IHSDP is implemented in other Town Panchayats. 2465 dwelling units and infrastructure works at an estimated cost of Rs.26.29 core for the urban poor have been taken up under IHSDP in 8 Town Panchayats. Similarly, 2297 dwelling units and infrastructure works at an estimated cost of Rs.24.39 Crore for the urban poor have been taken up under BSUP in 6 Town Panchayats, and the works are under progress. Swarna Jayanthi Sagari Rozhar Yojana (SJSRY) With a view to alleviate the poverty in urban areas by way of providing self employment opportunities to the women and unemployed youth and also to provide employment to the urban unemployed and underemployed poor, the above programme is implemented in all the 561 Town Panchayats. The programme has three components, namely, (i) imparting skill development training, (ii) extending economic assistance to BPL families and (iii) providing economic assistance to DWCUA groups. A sum of Rs.14.25 crore has been sanctioned under SJSRY for the year 2008-09 to provide self employment opportunities to the urban poor to achieve economic empowerment. Community Based Environment Development scheme (CBED) & Local Body Assistance Programme Scheme (LAP) Chennai Metropolitan Development Authority (CMDA) has initiated a program for the improvement of the environment and the improvement of Basic Amenities of 20 Town Panchayats within the CMDA area. Grant sharing Pattern
During 2008-09 a sum of Rs. 1.00 crore has been sanctioned under CBED for the improvement of parks, burial grounds and storm water drains in 20 Town Panchayats of Kancheepuram and Tiruvallur Districts. During 2008-08 a sum of Rs. 2.03 crore has been sanctioned under LAP for providing cement concrete roads, black top roads, drainages and high mast lights in 20 Town Panchayats of Kancheepuram and Tiruvallur Districts. http://www.cmdachennai.org/english/handbook/page14.htm Compensation grant for Loss of Entertainment Tax to ULBs During the year 2008-09, the Government sanctioned a grant of Rs.8.00 crore as compensation grant for loss of Entertainment Tax. Out of this Rs.4.00 crore has been sanctioned to create Solid Waste Management infrastructure such as compost cubicles, segregation sheds in 40 Town Panchayats at a cost of Rs.10.00 Lakhs, Rs.1.00 crore to construct Office buildings in 5 Town Panchayats at the rate of Rs.20.00 lakhs each and Rs.3.00 crore to construct modern sanitary complexes in existing Bus stands in 40 Town Panchayats. Western Ghat Development programme Town Panchayats falling in Western Ghat area may avail this Scheme. Basic Amenities are provided under this scheme and implemented by Forest Department. To fulfill the Water Supply requirement this scheme will be executed in the APAMT Town Panchayats by TWAD. Under the scheme, each Member of Parliament (MP) has the choice to suggest to the District Collector, works to the tune of Rs.2 Crores per annum to be taken up in his/her constituency. The Rajya Sabha Member of Parliament can recommend works in one or more districts in the State. The Nominated Members of the Lok Sabha and Rajya Sabha may select any one or more Districts from any one State in the Country for implementation of their choice of work under the scheme. Under MP Local Area Development Programme 327 works are taken up in the TP area at a estimate cost of Rs. 814.18 lakhs. (Detailed guideline at http://mplads.nic.in/guidlines_revised.pdf ) The main objective of the Scheme is to bridge the critical infrastructural gap in the Assembly Constituencies. Under this Scheme, each Member of the Legislative Assembly (MLA) shall identify the works that should be executed in his constituency. Allocation for each assembly constituency was increased from Rs.100.00 lakhs to Rs.120.00 Lakhs. The works proposed by MLAs are taken up and executed in accordance with the guidelines issued in this regard. Tsunami Emergency Assistance Project (TEAP) and Emergency Tsunami Reconstruction Project (ETRP) The Commissionerate of Town Panchayats is implementing tsunami project to uplift the livelihood of the suffering people in the coastal areas and reconstruction of damaged roads, public infrastructure, improvement of water supply and sanitation and provision of basic amenities in the newly constructed Tsunami habitations for the people in the affected areas with the assistance of following funding agencies :
The TEAP Programme is implemented in 19 Town Panchayats in 5 coastal districts (viz) Kancheepuram, Villupuram, Cuddalore, Nagapattinam and Kanyakumari and ETRP is implemented in 18 Town Panchayats in 6 coastal districts (viz) Kancheepuram, Villupuram, Cuddalore, Nagapattinam Kanyakumari and Thoothukudi. |
