Nabard RIDF Assistance Programme Roads in Town Panchayats are being upgraded with the financial assistance from NABARD RDIF. So far 461No. of roads to a length of 594 KM at a cost of Rs.46.00 crore was completed. During the year 2009-10 in 390 Town Panchayats 658 No. of road works to a length of 838 KM at a cost of Rs.109.57 crore is being implemented. More over in 47 Town Panchayats 76 Sanitary Complex construction work is being implemented at a cost of Rs.4.88 crore. For the year 2010-11 proposal sent to Government for the 442 No. of road work to the length of 615.24 KM at a cost of Rs.102.62 crore in 228 Town Panchayats.
Integrated Urban Development Mission A Special Urban Development Mission has been launched for the development of basic amenities in all other Corporations, Municipalities and Town Panchayats in the State. A proposal to a tune of Rs.763.91 Crore have been forwarded to TUFIDCO vide D.O.Roc.No.10812/2011/B4, Dated 16.11.2011. Government Order for additional sanction and allotment of funds are awaited. Annaithu Perurachi Anna Marumalarchi Thittam (APAMT) The Hon’ble Minister for Rural Development and Local Administration has announced that Annaithu Perurachi Anna Marumalarchi Thittam, a flag ship scheme, would be implemented in all the 561 Town Panchayats in a span of four years commencing from the year 2007-2008, covering 140 Town Panchayats per year at an estimated cost of Rs.70.00 crore in each year. Annaithu Perurachi Anna Marumalarchi Thittam has been formulated to ensure that all the Town Panchayats are provided with all basic infrastructures such as roads, drains, community halls, office buildings, infrastructure in slum areas renovation of water sources etc,. The works have been identified by the Town Panchayats based on their development needs. The District Collectors have been empowered to accord Administrative Sanction to these works, which include strengthening of roads, formation of cement concrete roads, formation of parks, construction of community halls, office building, improvement of water supply, providing CFL, construction of bus stand / shandy, improvement of basic amenities in burial grounds, etc after obtaining the resolution of the council. During 2007-2008, 1493 works at a total project cost of Rs.70.00 crore have been implemented. In addition, 4173 number of works at a cost of Rs.240.24 crore were also taken up under convergence and dovetailing from various other department schemes. For the year 2008-09, 1439 works at an estimated cost of Rs.78.32 crore have been taken up and completed in 140 Town Panchayats. For the year 2009-10, 1334 works at an allotted amount of Rs.70.00 crore have been taken up in 140 Town Panchayats. For the year 2010-11, 1368 works at an allotted amount of Rs.69.00 crore have been taken up in 138 Town Panchayats. Similarly, under convergence and dovetailing of schemes of other departments, works have been taken up in these Town Panchayats. Several awareness oriented campaign, service related camps have been carried out in these Towns.
Special Road Programme 2010-11 The Government in G.O. (Ms) No. 210 Municipal Administration and Water Supply (TP2) Department dated 09.09.2010 has sanctioned, “Special Roads Programme 2010-11” for the improvement of roads in the Urban Local Bodies (ULBs) damaged by natural calamities or due to the implementation of infrastructure works such as laying of sewer lines for Under Ground Sewerage Scheme, and Water Supply Improvement Scheme during the last few years, and also the roads damaged due to natural calamities, and the damaged roads which were laid more than five years ago etc., at a cost of Rs. 1000 crore for the Municipal Corporations, Municipalities and Town Panchayats. Under this scheme 4008 no. of Road works at a length of 1572.89 KM at a cost of Rs. 339.83 crore is taken up during the year 2010-11.
Natural Calamities Relief Fund During the year 2010-11 a sum of Rs. 43.08 crore was allotted for restoration of 454 no, of damaged roads due to heavy rain and floods.
12th Finance Commission Grants / 13th Finance Commission Grants Grants are received from Twelfth Finance Commission for Maintenance of Core Civic Services in Town Panchayats. Under this scheme 50% of the amount has to be provided for Solid Waste Management, 20% towards Liquid Waste Management and Storm Water Drain, 20% towards Roads and Database and 10% on Current Consumption Charges. During 2008-09, a sum of Rs. 32.10 crore has been allocated under this scheme. A sum of Rs. 16.05 crore has been earmarked exclusively for the implementation of Solid Waste Management activities. The
13th finance commission grant is being allotted annually to the Town
Panchayats for the period from 2010-11 to 2014-15. The allotment has two
components namely General Basic Grant and General Performance Grant. While
the Basic Grant will be given annually to the Town Panchayats, the General
Performance Grant can be accessed only if the State complies with the nine
reform conditions which include Constitution of State Property Tax Board
and Service Level Benchmarking etc. The Government have issued revised
Guidelines for the utilization of 13th Finance Commission grant earmarked
to the Urban Local Bodies strictly in the following order of priority from
2010-11.
An allotment of Rs.71.88 crore has been made as General Basic Grant and Rs.24.57 crore as General Performance Grant for the year 2011-12. During 2008-09 Government grant has been allocated for the following works under the Part II scheme:
During the year 2010-11 a Sum of Rs. 4.48 crore was allotted for taking up 22 Bus Stand improvement works.
Infrastructure Gap filling Fund and Operation & Maintenance Gap filling Fund During the year 2010-11 a Sum of Rs. 29.55 crore was allotted for taking up 85 works. An allotment of Rs.34.99 crore has been made for the year 2011-12.
Jawaharlal Nehru National Urban Renewal Mission (JNNURM) “Reforms driven, fast track, planned development of identified cities with focus on efficiency in urban infrastructure/services delivery mechanism, community participation and accountability of Urban Local Bodies (ULBs)/Parastatals towards citizen” is the Mission statement of the scheme. This scheme is applicable to the Town Panchayats fall within Chennai Metropolitan Development Authority limits and Urban Agglomeration area of Madurai and Coimbatore. 45 Towns are eligible for funding under JNNURM. The main thrust of the sub-Mission on Urban Infrastructure and Governance will be on major infrastructure projects relating to water supply including sanitation, sewerage, solid waste management, road network, urban transport and redevelopment of inner (old) city areas with a view to upgrading infrastructure therein, shifting industrial/commercial establishments to conforming areas, etc Under this scheme, in 21 Town Panchayats Water Supply improvement Scheme taken up at an estimate cost of Rs. 174.88 crore and Under Ground Sewerage Scheme (UGSS) projects in 9 Town Panchayats at the cost of Rs.350.29 crore have been sanctioned. Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) Improvement in infrastructure facilities and creation of durable public assets and quality oriented services in cities & towns, Enhancement public-private-partnership in infrastructure development and promoting planned integrated development of towns and cities are objectives of the scheme. This scheme is applicable to all Town Panchayats except those covered under JNNURM. The Sharing pattern is 80% GOI Grant, 10% State Govt. Grant and 10% TP contribution. In 28 Town Panchayats 479 Road works taken up at an estimate cost of Rs. 31.84 crore. Water Supply Improvement scheme sanctioned for 54 Town Panchayats at an estimate cost of Rs.229.92 crore. Under Ground Sewerage Scheme sanctioned for Porur & Tiruchendur Town Panchayats at an estimate cost of Rs.20.56 crore under this scheme. Integrated Housing and Slum Development Programme (IHSDP) and Basic Services to Urban Poor (BSUP) The Government of India have merged the erstwhile National Slum Development Programme and Valmiki Ambedkar-Avas Yojana (VAMBAY) into a new scheme named "The Integrated Housing and Slum Development Programme". This programme extends financial assistance to upgrade the standards of the living conditions of the Urban Poor in the slum areas of Town Panchayats. BSUP is implemented in Town Panchayats of CMDA area, Coimbatore and Madurai City agglomeration area only. IHSDP is implemented in other Town Panchayats. 2756 dwelling units and 159 infrastructure works at an estimated cost of Rs.45.87 core for the urban poor have been taken up under IHSDP in 13 Town Panchayats. 2882 dwelling units at an estimated cost of Rs.35.57 Crore was sanctioned by GOI for the year 2008-08. Swarna Jayanthi Sagari Rozhar Yojana (SJSRY) Provision
of gainful employment to the urban poor through self employment and wage
employment ventures has been a key objective of the Government. The Swarna
Jayanthi Shahari Rozgar Yojana is a unified centrally sponsored scheme
launched on 1.12.1997. The scheme is funded by the Government of India and
the State Government in the ratio of 75:25. The scheme aims at alleviation
of urban poverty through employment generation. During the year
2010-11 allotment made for five major components as detailed below:
An allotment of Rs.15.13 crore has been provided for the year 2011-12.
Community Based Environment Development scheme (CBED) & Local Body Assistance Programme Scheme (LAP) Chennai Metropolitan Development Authority (CMDA) has initiated a program for the improvement of the environment and the improvement of Basic Amenities of 20 Town Panchayats within the CMDA area. The scheme is having the following objectives:
Grant sharing Pattern
During 2009-10 a sum of Rs.0.69 crore has been sanctioned under CBED for the improvement of parks, burial grounds and storm water drains in 3 Town Panchayats of Kancheepuram and Tiruvallur Districts. During 2009-10 a sum of Rs. 0.70 crore has been sanctioned under LAP for providing cement concrete roads, black top roads, drainages and high mast lights in 4 Town Panchayats of Kancheepuram and Tiruvallur Districts. http://www.cmdachennai.org/english/handbook/page14.htm Compensation grant for Loss of Entertainment Tax to ULBs During the year 2008-09, the Government sanctioned a grant of Rs.8.00 crore as compensation grant for loss of Entertainment Tax. Out of this Rs.4.00 crore has been sanctioned to create Solid Waste Management infrastructure such as compost cubicles, segregation sheds in 40 Town Panchayats at a cost of Rs.10.00 Lakhs, Rs.1.00 crore to construct Office buildings in 5 Town Panchayats at the rate of Rs.20.00 lakhs each and Rs.3.00 crore to construct modern sanitary complexes in existing Bus stands in 40 Town Panchayats. Western Ghat Development programme Town Panchayats falling in Western Ghat area may avail this Scheme. Basic Amenities are provided under this scheme and implemented by Forest Department. To fulfill the Water Supply requirement this scheme will be executed in the APAMT Town Panchayats by TWAD. Under the scheme, each Member of Parliament (MP) has the choice to suggest to the District Collector, works to the tune of Rs.2 Crores per annum to be taken up in his/her constituency. The Rajya Sabha Member of Parliament can recommend works in one or more districts in the State. The Nominated Members of the Lok Sabha and Rajya Sabha may select any one or more Districts from any one State in the Country for implementation of their choice of work under the scheme. objective of the Scheme is to bridge the critical infrastructural gap in
the Assembly Constituencies. Under this Scheme, each Member of the
Legislative Assembly (MLA) shall identify the works that should be
executed in his constituency. Allocation for each assembly constituency
was increased from Rs.100.00 lakhs to Rs.120.00 Lakhs. The works proposed
by MLAs are taken up and executed in accordance with the guidelines issued
in this regard. Tourism Town & Heritage Town Development Programme 106 Town Panchayats are classified as Tourism, Heritage and Temple Towns. To improve the infrastructure facilities on these Town Panchayats funds allotted as shown below:
Tsunami Emergency Assistance Project
(TEAP) and Emergency Tsunami Reconstruction Project
(ETRP) The Commissionerate of Town Panchayats is implementing tsunami project to uplift the livelihood of the suffering people in the coastal areas and reconstruction of damaged roads, public infrastructure, improvement of water supply and sanitation and provision of basic amenities in the newly constructed Tsunami habitations for the people in the affected areas with the assistance of following funding agencies :
The TEAP Programme is implemented in 19 Town Panchayats in 5 coastal districts (viz) Kancheepuram, Villupuram, Cuddalore, Nagapattinam and Kanyakumari and ETRP is implemented in 18 Town Panchayats in 6 coastal districts (viz) Kancheepuram, Villupuram, Cuddalore, Nagapattinam Kanyakumari and Thoothukudi.
