About Us

The Personnel and Administrative Reforms Department was bifurcated from Public Department in Secretariat from 6th June 1976.  Earlier, Public Department was looking after the subjects dealt with in this Department.  Due to enormous increase in the business of the Government and substantial increase of staff, the Personnel Management and Administrative Reforms had to be given special attention considering the above factors and in view of the major recommendations made by the Administrative Reforms Commission which was in line with the Central Administrative Reforms Commission.  The Personnel and Administrative reforms Department started functioning from 6th November, 1976.    The three functions of this Department are as follows;

i) Advisory functions.

ii) Statutory functions and

iii) Administrative functions.

ADVISORY FUNCTIONS

P&AR  Department is functioning as an advisory Department on  the  subjects   detailed  below  as envisaged  in the Tamil Nadu Government  Business Rules and Secretariat Instructions.

(i)  Advise  is rendered for arriving estimate  of  vacancies  for various posts in  the Tamil Nadu State and Subordinate Services  and  for  the preparation of  panels  for  promotion/ appointment to higher posts in  a Service.

(ii) Scrutinising  the  proposal  relating  to  regularisation of service and declaration  of probation of Government Servants.

(iii) Under the provisions of Fundamental Rules  advises are made on the proposals namely,

 

(a)

Fixation of pay (F.R.22)

(b) 

Sanction of annual increment   (F.R.27)

(c)

Sanction of study leave (TNLR)

(d) 

Sanction of leave for employment  abroad (TNLR)

(e) 

Voluntary retirement (F.R.56(3)

(f) 

Compulsory retirement (F.R.56(2)

(g) 

Deputation on foreign service  terms and conditions  (F.R.110-114)

(h) 

Sanction of advance increment for  acquiring higher qualification

(i) 

Regulation of suspension period  (F.R.54)

(j)

Sanction of compulsory wait in  respect of Government officers (F.R.9) 

 

(iv) Acceptance  of resignation of  Government  servants  under  Rule 41 of  the  General  Rules  for Tamil Nadu State & Subordinate  Services.

(v) Acceptance  of relinquishment of  service  rights  by Government servants under Rule  47  of  the General Rules for Tamil  Nadu  State & Subordinate Services.

(vi) Examining  the  proposals   relating   to  revision of seniority as provisions under  Rule  35  of the General Rules for  Tamil  Nadu State & Subordinate Services.

(vii) Maintenance   of  personal   files  with  reference to existing instructions.

(viii) Placing   the   proposal  relating  to  equivalency/ recognition  of  the qualification   before   the  Recognition  Committee  and  issue of orders based  on the recommendation of the Committee for appointment in Government Services.  

(ix) Rendering of  advise  on  all service  matters  relating to Government  servants  working in the Tamil Nadu Government.

 

STATUTORY FUNCTIONS:

This Department administers the following Statutory Rules relating to Service Matters:-

i)    The Tamil Nadu State and Subordinate Services Rules, 1987 (General Rules);

ii)   The Tamil Nadu Government Servants Conduct Rules, 1973;

iii)  The Fundamental Rules (and subsidiary Rules) of the Tamil Nadu Government;

iv)  The Tamil Nadu Civil Services (Discipline and Appeal) Rules, 1955.

v)   The Special Rules for Tamil Nadu Ministerial Service;

vi)  The Special Rules for Tamil Nadu Basic Service;

vii)  The Special Rules for Tamil Nadu General Subordinate Service – Class XXII.

viii) The Tamil Nadu Secretariat Service Rules;

ix)  The Special Rules for Tamil  Nadu  General  Service  for   Classes XII  and XII-A.

x)   Tamil Nadu Public Service Commission Regulations, 1954.

 

The business of the Government of Tamil Nadu at the Secretariat level is carried on in accordance with;

i)  the Business Rules contained in  the Tamil Nadu Government Business Rules, 1978, (as subsequently amended) issued by the Governor of Tamil Nadu in exercise of the powers conferred by Clauses (2) and (3) of Article 166 of the Constitution of India;

ii)  the Tamil Nadu Government Secretariat Instructions issued under Rule 63 of the Tamil Nadu Government Business Rules  and

iii) the Standing Orders of the Hon'ble Chief Minister from time to time.

ADMINISTRATIVE FUNCTIONS:-

The establishment matters of all the staff members of the Secretariat who come under the One Unit system are looked after by this Department.   This Department is an Administrative Department for Tamil Nadu Public Service Commission and Tamil Nadu Administrative Tribunal.
