CITIZENS CHARTER

This charter is a declaration of our mission, values and standards and our commitment to achieve excellence in the formulation and implementation of the cherished goal of the Government of Tamil Nadu of providing “One House to One Family” to the people of Tamil Nadu at an affordable price.

OUR COMMITMENT:

To strive to become the “Preffered Choice”,  for housing by the people of Tamil Nadu by:

  1. 1.     Developing  house sites (plots) and
  2. 2.     Building houses and flats to cater  to the needs of the people of all sections of the society.

 a) Through zero defect structures, with quality materials, superior design and architecture.

 b) Cost effectiveness and affordability.

 c) Services like tying up for loans with Housing Financial Institution and Nationalised Bank Housing Finance.

d) Promptness and efficiency.

  1. e) Livable and loveable environment.
  2. f)  Clean, clear and marketable title
  3. g) Fair and transparent dealings
  4. h) Superior after sales service for customer delight.

WHOM TO CONTACT:

The  allottees may contact the Executive Engineers/Manager (Marketing & Services) of concerned division regarding any  technical defects and grievances/complaints.

In the event of delay, they may contact the Managing Director in person on all working days between 1 to 2 P.M.

OUR SERVICE COMMITMENTS ARE:

we shall

  1. 1.     Issue  sale deeds for the plots/houses/flats within 30 days, from date of  application.
  2. 2.     Issue  Land Acquisition status certificate to obtain Building Plan approval in 30 days
  3. 3.     Issue No Objection Certificate to allottees to get planning permission from Local Authorities within  15 days.
  4. 4.     Attend to  minor repairs within 90 days from the date of inspection by the technical officers till maintenance is taken over by the allottees association.
  5. 5.     Issue No Objection Certificate for demolition and reconstruction of flats within 45 days.
  6. 6.     Issue A & B certificates to Government servants who have applied for House Building Advance within 1 month.
  7. 7.     Issue certificate for the apportioned amount of principal and interest paid by allottees so as to avail Income Tax Rebate within 7 days.
  8. 8.     Issue A & B certificates to private allottees to avail loan from Housing Financial Institute within 10 days .
  9. 9.     Effect Name transfer in case of death of allottees as per rules within 1 month.
  10. 10.  Do quality test for the building materials such as bricks,des, steel, mosaic, pressed tiles, sand and water in 10 days at economical testing charges.

 ACTIVITIES OF OUR ORGANISATION

Tamil Nadu Housing Board has been catering to the housing needs of various categories of people such as Economically Weaker section, Lower Income Group, Middle Income Group and Higher Income Group by providing house sites/houses and flats to them at affordable cost, payable over a period  8 years for plots/10-15 years for houses. In addition, it provides School Sites, Public purpose Sites, Commercial/Shop Sites, Parks and Play Ground.

Further, Tamil Nadu Housing Board has been constructing, maintaining and allotting apartments exclusively to the employees of Government of Tamil Nadu under Tamil Nadu Government Servants Rental Housing Scheme (TNGRHS) for and on behalf of the Government of Tamil Nadu.

ELIGIBILITY CRITERIA FOR ALLOTMENT:

The applicant should have completed 21 years of age on the last date of receipt of application.

Should be a native of Tamil Nadu

Should have necessary income prescribed.

Income Eligibility for various category:-

Economically Weaker Section upto Rs. 2100/- per month.

Lower  Income Group Rs. 2101/- to Rs. 4500/- per month.

Middle Income Group  Rs.4501/- to Rs. 7500/- per month.

Higher Income Group  Rs. 7501 and above per month.

 

ALLOTMENT PROCEDURE:

The allotment will be made to the eligible applicant by conducting lot, observing categorywise reservation.

The lot will be conducted by the Allotment Committee constituted by the Government.

CATEGORYWISE RESERVATION:

As per the orders of Government, the following categorywise reservation shall be followed:

Scheduled Caste including

Adi-Dravida                                       ...  18%

Schedule Tribe                                   ...   1%

State Government Servants                 ...  18%

Central Government Servant including

Employees of Electricity Board           ...    8%

Defence Personnel including

Ex-Servicemen                                   ...   7%

Dobies and Barber                              ...   4%

Working Journalist                              ...   3%

Language Crusaders                           ...   1%

Fixed Deposit Holders of TNHB            ...   8%

Employees of TNHB                            ...   2%

General Public                                    ... 30%

 

The above reservation is not applicable in case of

  1. 1)     Outright purchase allotments
  2. 2)      First come first served basis allotments and
  3. 3)     GDQ allotments.
  4.  

Outright purchase allotments are made only from among the following categories.

    1. 1.     General Public.
    2. 2.     Central Government.
    3. 3.      Ex serviceman
    4. 4.     State Government servants who will not apply for House Building  Advance.

(Other categories not eligible for outright purchase).

ALLOTMENT UNDER GOVERNMENT DISCRETIONARY QUOTA:

Out of the total units developed/constructed, Tamil Nadu Housing Board allots 85% of the units. The balance 15% units are allotted by Government in Housing and Urban Development Department under Government Discretionary Quota.

The Commerical Sites/Shop Sites, School Sites, Public purpose sites are allotted by sealed tender-cum-auction after advertising in newspapers.

Categories eligible for allotment under G.D.Q.

  1. 1)     Unmarried woman (Single woman)
  2. 2)     Social worker.
  3. 3)     Physically handicapped.
  4. 4)     Defence personnels / exservice men.
  5. 5)     Senior citizen.
  6. 6)     Distinguished person in art, science, culture, economics, administration and sports.
  7. 7)     Freedom fighters / Language Crusadars.
  8. 8)     State Government servants with unblemished service.
  9. 9)     Persons working in the following institutions.
  1. i)  Public limited concern.

ii) Public sector under takings.

iii) Central Government.

iv) Central Government under takings.

v) Journalist.

vi) Natinalised Bank.

vii) Nationalised Insurance.

ISSUE OF SALE DEED

The allottees are required to satisfy the following conditions.

  1. a)    Absolute sale deed
  2. i)    Full final cost should have been paid
  3. ii)   Should have constructed a residential terraced building with plinth area of not less than 350 sqft. or 1/4th of the plot area which ever is less after getting approval of the building plan.
  4. iii)    Property tax receipt for the building should be produced.
  5. iv)    Scrutiny fee should be paid
  6. v)     Declaration in form XIII under Urban Land Ceiling Act in triplicate should be produced as required by the sub-registrar’s office.
  7. b)    Conditional Sale Deed for the purpose of raising loan for construction
  8. i)     Full cost of the plot should have been paid
  9. ii)     Building should have been constructed as per the approved plan atleast upto basement level.

NAME TRANSFER

Name Transfer between the direct blood relations will be allowed as indicated below

In the event of death of allottee the transfer can be effected to the surviving legal heirs including minors with the consent of others.  Also  in exceptional cases where married sons daughters are no more transfer can be made to the eligible grand children after due verification.

TAMIL NADU GOVERNMENT SERVANTS RENTAL HOUSING SCHEME:

In Chennai City, application for allotment of TNGRHS Flats/Houses are received by the Government in Housing and Urban Development Department.

The filled in application should be submitted to the Government.

The filled in application will be processed and a  seniority list will be prepared.

Based on the seniority list prepared, allotments are made to the eligible Government Servants by an order of the Government.

On receipt of Government Order, Tamil Nadu Housing Board will take immediate action to hand over the apartments to the allottees.

IN MOFFUSSIL AREAS:

In Moffussil areas, applications for allotment of TNGRHS Flats/Houses are available with the Executive Engineer and Admistrative Officer of the respective unit.

The filled in applications will be registered by the Executive Engineer and a seniority list will be prepared. Based on the seniority list, the eligible applicant will be allotted TNGRHS flats according to their income range.

In certain deserving cases, out-of-turn-allotment orders will be issued by the Government in Housing and Urban Development Department.

The quota of out of turn allotment:-

1. For the Discretionary allotment of Hon’ble minister    4

2. For Local  Employees                                             3

3. For Better accommodation                                      1

4. For transferee                                                         1

5. For Newly married                                                   1

   Total                                                                     10

Out of the above, in the third and sixth rotation, the 9th vacancy should be allotted to the  handicapped and widows.

IN CHENNAI CITY, THE TNGRHS QUARTERS ARE AVAILABLE IN THE FOLLOWING PLACES:

Foreshore Estate, K.K. Nagar, Lloyds Colony, Nandanam Colony, Shenoy Nagar, Peters Road Colony, Mandavelipakkam, Venkatapuram, Taylors Road Tower Block, Anna Nagar Western Extension, Anna Nagar East, Anna Nagar Shanthi colony (Near Anna Adarsh college) Trust Puram, Kilpauk Garden, Todhunter Nagar, Ayanavaram, Asian Games village.

BOARD’S RENTAL SCHEME:

    1. 30% of the rental units are reserved for Government Servants.
    1. 10% of the rental units are allotted by the Government under its Discretionary Quota.
    1. 1% of the rental units is reserved for retired Tamil Nadu Government Servants.
    1. Balance 59% is allotted to public.

CONDITIONS:

    1. 1.     The application for allotment should be renewed every year.
    2. 2.     The applicant should not own a house either in his own name or in the name of spouse or minor children.
    3. 3.     The allottees of both TNGRH Scheme and Board’s Rental Scheme should immediately vacate the premises on acquiring a residential unit of their own.

MAINTENANCE:

We undertake maintenance of Flats/Houses in the following categories.

  1. 1.     Tamil Nadu Government Servants Rental Housing Schemes (TNGRHS).
  2. 2.     Board’s Rental Scheme.
  3. 3.     Hire Purchase Flats/Houses/

1 .TNGRHS:

The regular maintenance of the TNGRHS flats are being carried out from the Funds allotted by Government for that purpose.

In case of major repairs, it would be carried out by getting sanction of  funds from the Government under “Special Repairs” depending on the nature of complaints

  1. 1.     Maintenance of the Board’s Rental flats are being carried out from the Board’s funds sanctioned under “Annual Maintenance Works”.

HIRE PURCHASE FLATS/HOUSES:

For the houses/flats under the Hire purchase scheme, the maintenance is being carried out from the amount collected from the allottees for Maintenance. The regular maintenance are carried out not exceeding the amount collected from the allottees. This service will be done till allottees association is formed and maintenance take over by them.

FUTURE MAINTENANCE:

The completed schemes with all the infrastructure facilities will ultimately be handed over to the respective Local Bodies for future maintenance.
