Guidelines to Backward Classes, Most Backward Classes and Denitrified Communities Beneficiaries In order to uplift the socio-economic conditions of the Backward Classes, Most Backward Classes Denitrified Communities TABCEDCO offers various schemes and assists the beneficiaries by providing Term loan and Margin Money Assistance.
2. Activities to be financed:
The various schemes to be financed are as follows:-
i. Petty Traders and Business
ii. Industrial Service Units
iii. Transport Services
iv. Agriculture
v. Artisan and Traditional Occupation.
The details activities come under above schemes are enclosed at the end of the brochure.
3. Eligibility
The beneficiaries covered by this Corporation are:-
1) Backward Classes
2) Most Backward Classes
3) Denitrified Communities
They are notified as Socially and economically Backward.
They are classified as two categories.
1) Poverty line - Family Income below Rs.11000/- p.a.
2) Double Poverty line - Family Income not exceeding Rs.22000/- p.a.
The age limit of beneficiaries is between 18 years to 50 years of age.
4. Processing of applications
The loan applications are available in the office of the TABCEDCO, Chennai-600 002 and District Backward Classes Welfare Officers on payment of Rs.30/- by cash/Demand Draft per application form.
5. Documents to be produced
The above loan applications will be filled in by the beneficiaries concerned and handed over to the concerned District Backward Classes Welfare Officer along with copies of the following documents:
1. Community Certificate, Income and Nativity Certificates from the Tahasildar of the Taluk concerned.
2. Family Card (Ration card)
3. Price quotation from a reputed firm (Performa Invoice)
4. Project Report (in case of loans for Transport vehicles)
5. Pay Certificates of two Govt. Servants.standing surety and documents for Mortgage.
6. Pattern of sanction of Loan
The District Backward Classes Welfare Officer after scrutiny verification of the application will place it before the district High Level Screening Committee headed by Collector, for its clearances. Then the eligible loan applications will be put to the concerned bank branch for sanction of disbursement of the loan amount.
7. Quantum of Loan
If the loan amount is within Rs.50000/- the beneficiaries should obtain sureties from two Govt. officials. If the loan amount exceeds Rs.50000/- they are required to mortgage immovable property to the bank as Collateral security. They are also required to hypothecate the assets, so created by the loan obtained to the concerned bank
.8. Financing Pattern
The term loan and Margin Money assistance will be given to eligible beneficiaries as per the following finance pattern followed by this Corporation.
Term loan:-
(i) Beneficiaries Contribution -5%
(ii) TABCEDCOR Contribution -95%
Margin Money Loan
(i) Beneficiaries Contribution -5%
(ii) TABCEDCO's Contribution -45%
(iii) Bank's Contribution -50%
9. Rate of Interest
The rate of interest charged by this Corporation under the loans released is as follows:-

2. Up to Rs.22000/-p.a. above Rs.1/-lakhs to 10% 5 lakhs
3. Up to Rs.22000/-p.a. above Rs.1/-lakhs to 12% for Transport services 5 lakhs
Margin Money Loan
1. Poverty line up to Rs.40,000/- 3%
2. Double Poverty line above Rs.40000/- 4%(Rs.11000 to Rs.20000/-)
10. Repayment of Loans
The entire loan will have to be repaid by the beneficiaries within a reasonable period of not more than 5 years including the Moratorium period of 6 months. The repayment shall be on Monthly/Quarterly\Half yearly basis by the individuals to banks concerned depending on the nature of science.
11. Default in repayment of Loan:-
Any default in repayment of loan will entail the levy of a penal interest at 18% of the loan amount as fixed by TABCEDCO.
12. Maintenance of the loan cards.
On disbursement of the loan amount each beneficiary will be provided with a Beneficiary loan card which must be kept in safe custody by the concerned beneficiary and produced at the time of repayment of each installment amount for necessary entries to be made.
13. Processing of loan applications:
The loan Application are available in the office of the TABCEDCO, Chennai-2 and District Backward Classes and Minorities Welfare Officer, on payment of Rs.30/- by Cash or Demand Draft per application form. The prescribed loan applications will be filled in by the applicant concerned and handed over to the concerned District Backward Classes Welfare office, along with copies of the following documents.
14. Documents to be produced.
(i) Community Certificate, which belongs to anyone of the notified religious minority groups and the annual family income and nativity certificates, from the Tahsildar of the Taluk Concerned.
(ii) Family Card (Ration card).
(iii) Price quotation from a reputed firm. (Performa Invoice)
(iv) Project Report (in case of Major Projects).
(v) Pay Certificates of Two Government Servants, Standing surety and documents for Mortgage.
15. Sanction and Disbursement of Loans
The District Backward Classes and Minorities Welfare Officer after scrutiny and verification of the application, will place it before the District High Level screening Committee headed by the collector and obtain its clearance. Then, the eligible loan application will be sent to the concerned.
GUIDELINES FOR SUBMISSION OF PROPOSALS/APPLICATION

FOR TERM LOAN AND MARGIN MONEY LOANS TO MINORITIES

In order to uplift the Socio-economic conditions of the persons, belonging to the minorities, living below double poverty line, for establishing self employment ventures, TABCEDCO officers various schemes and assists the notified Minorities (Muslims, Christians, Sikhs, Buddhists and Paris), by providing Term Loans and Margin Money Assistance Loans.
2. The following activities, to be financed. are as follows:-
In general, TABCEDCO provides loan for any commercially viable self- employment Ventures.
(i) All manufacturing activities.
(ii) Traditional occupations & Trades.
(iii) Agriculture and allied activities.
(iv) Technical Trades.
(v) Small business.
(vi) Small scale and Tiny Industries.
(vii) Transport and Service sectors.
(viii) Artisans.
(ix) All other income generating activities of individuals and Groups.
An illustrative list of activities/Schemes, under the above referred sectors, is enclosed.
3. Eligibility
The beneficiary must belong to any one of the notified religious Minority groups (i.e) Muslims, Christians, Sikhs, Buddhists, Joins, Parsis etc. The age limit of the troliclarces must to above 18 years of age but not above 50 years of age. The annual family income of the applicant must be below double the poverty line which at present is Rs.22,000/- p.a.
(ii) Transport Sector scheme Like Tourist Cars, Vans etc. 12% (Irrespective of loan amount up to Rs.5.00 lakhs)
4. The Margin Money Loan:
The interest rates on Margin Money Loan, payable by beneficiaries are as detailed below: up to Rs.25,0004%
5. Repayment of loans:-
Both term loan and Margin Money Assistance loan shall be repaid within a reasonable period not exceeding 5 years including the moratorium period. The repayment shall be made by the beneficiaries on monthly/ quarterly /Half yearly basis, depending on the nature of scheme.

8. Quantum of loan and Surety/Security
If the loan amount in within Rs.50,000/- the beneficiaries should furnish sureties from two Government officials. If the loan amount exceeds Rs.50,000/- they are must mortgage the immovable properties to the bank as collateral security. They must also hypothecate the assets, so created, by the loan obtained from the concerned bank.
9. Financing Pattern:-
The term loan and Margin Money Assistance will be given to eligible beneficiaries, as per the following finance pattern, followed by this Corporation.
Term Loan:
(1) Beneficiaries Contribution .. 5%
(2) TAB CEDCO contribution .. 95%
Margin Money Loan:-
(1) Beneficiaries Contribution .. 5% (subject to a maximum of Rs.1.25 lakhs per unit.)
(2) TABCEDCO's Contribution .. 35%
(3) Bank's Contribution .. 60%
10. Rate of Interest
interest rates on these term loans payable by beneficiaries are as detailed below:-
(i) All schemes for loans up to Rs.1.00 lakhs .. 7%for loans above Rs.1.00 lakhs ..12% but 1.00 Rs.5.00 lakhs.
