DEPARTMENT OF SUGAR 

The Department of Sugar was formed in order to devote special attention to the development of sugarcane and for establishment of sugar mills in the Co-operative Sector. Commissioner of Sugar is the Head of the Department for co-ordinating various functions relating to the sugar mills in the state. All the powers of the Registrar of Co-operative Societies under the Tamil Nadu Co-operative Societies Act have been vested with the Commissioner of Sugar. The Commissioner of Sugar has been designated as Cane Commissioner and has to enforce the provisions under Sugarcane Control Order, 1966, and Tamil Nadu Sugar Factories Control Act, 1949. As the main functions of this Department are limited to supervision and co-ordination of the working of the Co-operative Sugar Mills in the State, this Department has no direct contact with the public. The Chief functions of this Department are given below:

Functions:

1. Exploring the feasibility of setting up of new Sugar Mills Cooperative/Public/Private Sectors.

2. Evaluating the need for expansion of the existing crushing capacity of the sugar mills with reference to the cane availability.

3. In the capacity of Functional Registrar for the Cooperative Sugar Mills, to monitor the activities of Cooperative Sugar Mills with reference to the Tamil Nadu Cooperative Societies Act & Rules.

4. Formation of new roads, link roads, and maintenance of the existing roads from out of the cane cess fund.

5. In the capacity of Cane Commissioner allotment of cane areas to the sugar mills in the State and recommending reasonable cane price to the cane farmers.

6. Ensuring industrial peace in the Cooperative Sugar Mills by sorting out the labour demands, on a coordinated basis.

 

TAMILNADU SUGAR CORPORATION LIMITED.

The objective of TASCO is to set up and run Sugar Mills in Public Sector. It also provides consultancy services to Cooperative Sugar Mills and undertakes expansion projects and new projects in the Cooperative Sector Sugar Mills. Presently, TASCO controls three public sector sugar mills viz., Perambalur, Arignar Anna and Madura Sugars and one workshop for reselling of mill rollers at Maraimalai Nagar. 

TAMIL NADU COOPERATIVE SUGAR FEDERATION LTD.

The Tamil Nadu Cooperative Sugar Federation acts as an Apex institution for the co-operative sugar mills functioning in the State. The main functions of the Tamil Nadu Cooperative Sugar Federation are as follows;

1. Co-ordinating with all Co-operative Sugar Mills and assisting them in urgent and important matters. Purchase of Chemicals, Fertilizers, Gunnies on centralized basis.

2. Sale of open market sugar at competitive rates on behalf of member sugar factories.

3. Sale of molasses and alcohol produced by the member factories.

4. Production of Bio fertilizers and Bio Pesticides for distribution of member sugar mills at subsidized rate. 

 

COOPERATIVE SUGAR MILLS.

The Co-operative Sugar Mills and Tamil Nadu play a vital role in economic upliftment of the rural people in the State. Being an ago based industry, it directly influence lives of the agriculturists in rural areas and provides many economic benefits to them, including direct employment in the sugar mills and indirect employment through sugarcane cultivation, cane harvesting, transportation etc., The Sugar Mills maintain direct contact with the member

canegrowers in the following areas:

    1. Cane registration

    2. Providing consultancy services to the farmers regarding cane cultivation. 

    3. Providing financial assistance.

    4. Issue of cane cutting orders.

    5. Issue of cane cutting orders.

    6. Payment for the cane supplied by the members.

REDRESSAL OF GRIEVANCES.

As far as the sugar mills concerned much of the public grievances relate to the grievances of the cane growers, employees of the sugar mills and the other intradepartmental grievances. Public grievances at the sugar mill level are redressed by the Chief Executives concerned and remedial measures taken by them. The Cane Growers Associations and the Labour Unions of the respective mills play an important role in effectively redressing the grievances.
