The Citizen’s Charter is a guide to your rights and obligations as a customer of Sports Development Authority of Tamil Nadu (SDAT). This Charter encapsulates all the aspects of SDAT, which has an inter-face with its customers. SDAT has identified its customers as the following :-

  • All persons with outstanding sports potential;

  • All persons who would like to have access to sports infrastructure subject to availability and the guidelines fixed by SDAT

  • All Sports Associations recognized by SDAT

  • All instructions educational and public engaged in promotion of sports and youth activities

  • All organizations eligible to utilize the existing infrastructure under the prevailing rules and guidelines.

This Citizen’s Charter contains a host of initiates designed to further the interest of the State in the areas of sports and youth activities and defines the parameters within which the services of the Authority can be expected. Sports is an essential requirement for a holistic development of the personality of a human being. Every customer has a right to expect high standards of services that can be provided by SDAT to meet its objectives set out in the SDAT bye-laws. This Charter articulates on what you could expect from us, how long shall we take to respond to requests for certain services, how fast can we respond to such requests. We shall always be keen to give you the best level of service that is possible, but this Charter also details the steps you, can take should you have any complaints. As an Authority predominantly funded by Government of Tamil Nadu, we are monitored by the Government which watches how we are performing and responding to customer's needs. We report our performance across a set of indicators to the Government of Tamil Nadu on a monthly basis. Through this Charter, we wish to announce that we are always open for scrutiny and we are accountable for all our activities. We shall take into account the customer’s needs regularly to assess what you think of our service and the results of the feed back will be made public. SDAT’s overriding goal is to harness the sports potential of the State and upgrade the performance at the national and international levels. We are also sensitive to the need for delivering quality service and would monitor our own performance against a set of objective indicators. This Citizen’s Charter will come in handy for you for reference to the entire spectrum of Sports Development Schemes we implement to benefit the potential sports persons.

2. SDAT: A CATALOGUE OF ACHIEVEMENTS

1. Inception

SDAT came into being on 15/10/1992. Ever since the birth, it has relentlessly nursed the interest of sports and youth activities in Tamil Nadu. The apex body of the SDAT is the Authority headed by the Hon’ble Chief Minister of Tamil Nadu as its President and Hon’ble Minister for Education as its Vice-President (General) and members from all sections of the sports-loving society. The day-to-day affairs of SDAT is managed by the Member-Secretary, who is guided by an experienced sports administrator in Dr.Sivanthi Adityan as the Vice-President (Executive). The major policy decisions of SDAT are being taken by an Executive Committee consisting of His Worshipful Mayor of Chennai, Chief Secretary to Government of Tamil Nadu, Secretary to Government, School Education Department and Secretary to Government, Finance Department, etc.

2. Progress in infrastructure

After the SAF Games in 1995, SDAT became the proud owner of 5 world class modern infrastructure facilities for Athletics, Football, Hockey, Indoor Games, Swimming and Tennis. These 5 stadia are located in Chennai. Today, SDAT manages 5 well-laid floodit Deco-Turf Tennis Courts, one state of the Art Astro-Turf Hockey ground, one international class Aquatics Sports Complex at Velachery. These stadia have been built around a huge floodit stadium, the Jawaharlal Nehru Stadium with a seating capacity of 40,000 people and a modern synthetic track. The fully air-conditioned Multi-Purpose Indoor Games Complex in Chennai can host huge international events for Valleyball, Basketball, Badminton and Table Tennis.

SDAT has not stopped with Chennai as far as the infrastructure concerned. One of its important objectives is to spread the access to infrastructure to the other cities, towns, district headquarters and also the blocks in the rural areas in the State. As a result, the SDAT has built district sports complexes spread across the entire state which consists of well-laid out athletic track, football ground and an indoor stadium, a hockey field and facilities for virtually every sport. The Government of Tamil Nadu have enunciated a policy to provide every district in the State with a Sports Complex. SDAT currently has 4 indoor stadia, 2 swimming pools, 3 cinder tracks in various parts of the State outside Chennai. The Government of Tamil Nadu have also decided to provide a Swimming Pool and an Indoor Stadium to every district in the State in a phased manner. Infrastructure in the State is often created with the assistance from Government of India under their scheme. A Modern Sports Complex is being constructed at Nehru Park to provide facilities for football, athletics, Tennis and basket ball. This complex will soon have three states of the art squash courts. Tamil Nadu has also been making use of Government of India Scheme to provide assistance for creation of sports infrastructure in the educational institutions. In the last 3 years since 1995-96, sports infrastructure was created under this scheme in 7 schools.

3. Financial Assistance

SDAT is the main agent of the Government of Tamil Nadu to fund the sports development schemes in the State in order to harness its formidable sports potential. SDAT provides funding to the Associations for organization of National and International level Tournaments in the State. It also provides money to the Associations making it simpler and more effective. Apart from the Associations, SDAT also recognizes the extra-ordinary achievements of the sports persons of the State at different levels of tournaments. Accordingly, it provides substantial cash incentives to outstanding achievers from the State. In the last 3 years, SDAT has provided Rs.16.00 lakhs by way of grants to Associations apart from lending its infrastructure for conduct of Games.

To encourage the sports persons in the State. SDAT has provided house flats and plots to 12 sports persons in the last 3 years. It has also presented Rs.85.68 lakhs to sports persons across the different disciplines for their notable performance in the last years. 

4. Tournaments

Organization of tournaments forms the backbone of any sports development agency. It has been the consistent effort of SDAT to organize tournaments for sports persons of all ages in every possible disciplines. Today, the State has sports tournaments for virtually every stage to the development of sports persons and for people living in every part of the State. While the Catch them Young Tournaments which are organized annually in 5 disciplines for both boys and girls seeks to identify sports potential at the tender age of below 14 years, the State Games which were organized in last 2 years embraces sports persons of all ages through intense competition among the districts and regions. SDAT actively co-operates with the Department of School Education in organization of the School Games in 4 age groups. The Block level sports caters to the sporting needs of people living mainly in the rural areas students as well as non-students. SDAT also organizes tournaments specially in the form of inter-rural Sports Complex Athletic Meet. Colleges and Universities are often the prime feeders to competitive sports. With the help of Government of Tamil Nadu, SDAT annually sponsors the Inter-University Tournaments.

5. Institutions and Technical Support

Over the years, SDAT has built an undefeatable track in creating in managing institutions. The Sports Hostel of Excellence symbolizes the brightest in State Sports. Located in the Jawaharlal Nehru Stadium, it houses 50 bright and young sportsmen in 5 disciplines. SDAT has a network of 3 sports schools and 4 sports hostels which benefits 600 sports men and 100 sports women. The annual allocations of Sports Hostels and Sports Schools amounts to Rs.52.75 lakhs. Many regions of the State have a natural advantage in certain sports. To develop the sports potential of these pockets, SDAT has started Special Development Centres for Hockey in Tirunelveli, Basketball in Coimbatore and Weightlifting at Sathuvachari in Vellore. These special Development Centres have produced champions at the State and National levels. In the last 2 years, the sportsman trained in these 3 special Development Centres have been able to win 12 Medals at National level, 17 Medals at State level and all of them represented the country at the international stage.

SDAT has always counted the educational institutions, colleges and universities as prized customers. These institutions provide the raw material for right sports prospects to represent the State and bring glory. SDAT provides institutional and technical support to colleges in various ways. A recent initiative was launched to establish Joint Development Centres in select Colleges. The Volleyball Development Centre at sacred Heart’s College, Tirupathur, has been a run away success with 5 of its trainees forming core of the State Volleyball Team. It plans to open more such Development Centres in collaboration with colleges across the State.

The State has currently go the training centres run by the Sports Authority of India at Chennai and Salem. Plans are afoot to construct a Training Centre exclusively for Women at Chennai.

6. Youth activities

Channelising the creative energies of the youth of Tamil Nadu forms the central theme of the strategy to promote peace and communal harmony. SDAT has in its own way, contributed towards character building among the State youth through organization of Youth Festivals. The National Youth Festival was held in Chennai in January, 1998. The State always fields a strong contingent in all the National Youth Festivals. SDAT has decided to conduct a State level Youth Festival every year as a part of its preparations for building the team for National Youth Festival. In year 1998, a State Youth Festival was conducted at Salem with Communal Harmony as the main theme in collaboration with Nehru Yuvak Kendra, South Zone.

Tamil Nadu has 4 Youth Hostels at Chennai, Madurai, Thanjavur and Trichy. With the support of Government of India, it has plans to construct more Youth Hostels at important locations in the State. SDAT is set to play a pro-active role in the administration of youth affairs in the coming years with the help of Government of India.

7. International Sporting Events

If Safe Games and the International Athletic Meet organized in 1995 marked the beginning of the big time international sports in Tamil Nadu, it was followed up by Champions Trophy in Hockey in 1996 and more recently World Volleyball Grand Prix Tournament at the Indoor Stadium in 1998. One of the most prestigious events on the ATP Tennis Tour is the Gold Flake Open. The Nungambakkam Stadium at Chennai has been playing host to these tournaments since 1997.

8. MISSION STATEMENT OF SDAT 

SDAT aims at promoting a sustainable Sports and Youth culture in the State, to attain the following long-term goals.

  • to continuously improve the State’s performance in National Sports,

  • to make it the highest performing State in the country,

  • to use the Sports and Youth activity as a vehicle to spread the message of communal harmony and environmental responsibility.

9. SCHEMES IMPLEMENTED IN SDAT 

FINANCIAL ASSISTANCE FOR INDIGENT SPORTS PERSONS

1. Objectives : To assist the indigent sports persons in their age

2. Eligibility criteria : Age more than 58 years. The monthly income should be less than Rs.500/- should have secured any of the three places in the State level competitions.

3. Quantum of assitance : Rs.500/- per mensem.

4. Time Schedule : Advertisement will be made in news papers in the month of April/May every year. Selection is made by a High-level committee.

6. Response time : 10 working days, if any representation is made.

10. SPORTS HOSTEL OF EXCELLENCE

Should have appeared or completed the Higher Secondary and eligible for admission into the College and should have secured any one of the three places in State level.

Educational expenses – Rs.1500/- p.m.

Free lodging.

Must apply in April. State level selection will be held during 2nd week of May.

6. DELIVERING QUALITY SERVICE

6.1 Water quality in the Swimming Pools

SDAT undertakes to get the water sample tested frequently and at least once in two months. The results will be displayed on the pool notice board.

6.2 Fair selection process for Sports Development Institutions :

We Shall maintain a fair and transparent selection process for admission to sports schools, hostels, SAI training centres, Special Development Centres and Hostel of Excellence. SDAT shall not compromise on quality.

6.3 Quality of the Synthetic surfaces

The play-pave tennis courts at Nungambakkam, the astro-turf at Mayor Radhakrishnan Stadium at Egmore and the Synthetic Track at Jawaharlal Nehru Stadium are of the highest standard. We always endeavor to preserve the quality of these surfaces. Similarly , we will take all steps to maintain the quality of wooden surface at the Multi-purpose Indoor Stadium at Periamet.

6.4 Hygiene and cleanliness inside the stadia

As its strong commitment to improve environment, we shall strive to keep the stadia complexes clean and hygiene at all times. 

7.CONSULTATION AND INFORMATION

7.1 Involving and interacting with customers

Members and the public are requested to drop any complaints in the stadia complaint box which will be opened every week or even write to Member-Secretary.

Grievances Day,

Every Monday of the week will be a Grievance day for sports persons and sports-loving public. Under normal circumstances, the Member Secretary, General Manager, District Sports Officers will stay in office to review petitions from 10-00 AM to 2-00 PM . The petition will be acknowledged with a reference No.  

Membership Meeting

We shall have a members meeting at least once in a quarter to exchange views on all issues related to the amenities wherever SDAT enrolls members for utilizing facilities. 

Feedback Boxes

Starting April1, 1999, every major Stadium we have a feedback box for receiving feedback for the public and members. Action will be taken on complaints/suggestions every 15 days and the results displayed on the notice board.

Every important facility will have a notice board. All important information shall be displayed on the notice board. 

7.2 Requests for Information

SDAT will publicize the following information in the form of brochures/leaflets/ documents for the benefit of its customers. 

1. Directory of sports persons

A database on all outstanding sportspersons at the District and State level. 

2. Infrastructure hand book

A compendium of all infrastructure facilities throughout the State including the city of Chennai. 

3. Tariff and Rental details

The tariff and rental charges will be displayed in the Notice Board at each stadium/swimming pool. It may also be obtained from SDAT.

4. Calendar of Tournaments

SDAT will publish a calendar of events every year for the benefit of public. The details in the form of booklet will be made available free of cost.

5. Government Orders on Schemes

SDAT will make available copies of the relevant Government of India and Government of Tamil Nadu notifications/orders on all the schemes: it can be obtained from SDAT on request. 

7.3 Application forms

  • Selection to Sports Hostels/Schools

  • Pension to indigent sports persons

8.3.1 Complaints

First Contact – If you have a complaint, you should first contact the Direct Sports Officers / Stadium Officer of SDAT, who deals with customer service.

Reviewing Authority – If you are not satisfied with the response, you may have the complaint reviewed by the General Manager. If you are not satisfied with the review, your complaint will be referred to the Member-Secretary of SDAT, SDAT is committed to giving high priority to ensuring rapid complaint redressal. SDAT will respond to any genuine complaint within 10 working days of the receipt of complaint.

Your complaint will be handled accordingly to the procedure specified above. SDAT will also inform you of any higher authority to which you may take your complaint, i.e., Secretary, School Education Dept., Government of Tamil Nadu.

1. EXPECTATIONS OF SDAT

To enable SDAT in discharging its responsibilities, it expects its customers to play an important role. There are certain things SDAT can’t accomplish without customers co-operation. You should appreciate that you also have certain responsibilities towards SDAT and its social and environmental commitments. The following are some steps that you could take to be able to assert your rights.

I. ASSOCIATIONS

  • Please inform SDAT of the specific help required during conduct of Games by way of co-ordination with the Government.

  • You should ensure that the ground/courts are free of all encumbrances after the tournament organized by you has been completed.

  • Litigation is very costly and avoid dispute within the associations. Solve matters amicably rather than go to the court.

  • If you have taken a room in the SDAT stadia on rent, please don’t assert your right when the matter is subjudice without any clear direction from the Government.

  • Please return borrowed materials from SDAT immediately after the event.

  • Avoid making requesting for concessions not in accordance with existing rules.

II. PUBLIC

  • Please take care not to wear anything that affects the quality of synthetic surface (eg.) leather shoes on the tennis courts.

  • Please co-operate with SDAT in keeping the stadia clean and hygienic at all times.

  • Please follow the dress code for entry into the Swimming Pool.

  • Please make doubly sure that you are medically fit to enter the Swimming Pool., if you don’t, it could be fatal.

  • We expect you to inform SDAT immediately of any undesirable activities taking place in any of SDAT things outside the stadia.
