PUBLIC WORKS DEPARTMENT

 BUILDINGS ORGANIZATION 

To inform Public about the Organization  set up the procedures and the details of schemes implemented for the Welfare of the Citizens  and the activities of the department, the following furnished below:-

1.ORGANISATION SET UP:-

Buildings Organization in Public Works Department is functioning as a separate wing from 1.4.96 with 16 circles and 51 Divisions.

 2.ACTIVITIES OF BUILDING ORGANIZATION

 2.1   The “Buildings Organization” of Public Works Department is vested with planning, designing and carrying out construction of public buildings and allied works in accordance with need and requirements of various Government departments.

 2.2   Public Buildings such as Hospitals, Schools, Colleges, Students Hostels, Courts, Collector offices, Agricultural office Buildings, Commercial Tax offices, Police Stations, Jails, Prisons are  constructed by this department.

 2.3   Public Buildings such as construction of Monuments, Memorials, Mandapam are also executed by this organization.

 2.4   Proposals for such buildings construction  are originated from respective department and after sanction this organization carry out the construction works.

 2.5   Public in need of such buildings are to approach only respective Government Department and they will originate proposals, after considering the necessity of the Public requirements.

 2.6   Building organization can send proposals only for Buildings such as Public Works Department offices, Residential Quarters, Inspection Bungalows, Circuit Houses etc. to Government for according sanction.

 2.7  Regarding repairs and maintenance  to Government Buildings, these are carried out subject to norms Public can approach directly  Public Works Department for repairs and maintenance Executive Engineer in charge.

 2.8  In respect of tenders called for by Public Works Department “Open tender system” is followed now.  Tender  call is Published through Newspaper Advertisements for value of works costing Rs.10 lakhs and more and  for works having value less than this, Contractors are informed by individual letter by post and through Notice Board  of the respective calling officer of Public Works Department.  Only the registered contractors can offer their tenders after obtaining tender schedules from Tender calling authorities.

 2.9  For World Bank Aided Works Tender call, anyone can participate in the Tender subject to fulfilling the satisfactory qualification prescribed in the pre qualification conditions public may approach respective  Executive Engineer  in charge of the work for getting information regarding this.

 3.0  Private buildings are occupied on rental basis by some of the government departments, for functioning of their offices, whenever Government buildings are not available  at times.   In such cases, the Public Works Department  issues a certificate of “Reasonable rent and non availability of Government buildings” on the request of such Government departments.  The public i.e. private building owners may approach Public Works Department Executive Engineer  having Territorial Jurisdiction for the building to know about the stage of issue of certificate and to know about the reasons under which rent can be increased and time  interval between them.

3.1 Stability certificates for private school buildings, cinema theatre buildings, etc. are also being issued by Public Works Department.  The public i.e. the owners may contact Public Works Department in such cases also.

3.2  Public is informed about Government sanctioned scheme Public buildings through Notice Boards at the site of works about details of sanction, value of sanction, duration  of execution benefits extended to Public etc.

 3.3  Public Works Department-Building Research center at Taramani, Chennai extend  the following public services.

             1.Organising training programme  for Engineers and artisans through “Public Works Department,   Kattida Maiyam”.

             2.Taking up consultancy and construction works on behalf of Public Works Department Kattida     Maiyam producing cost effective construction materials and elements and market them or use them in consultancy project.

             3.Undertake materials testing, basic research  studies and applied research studies.

             4.Inspection of distressed Buildings recommend renovation and rehabilitation techniques to be   adopted to bring  them back to condition.
