As far as Tamilnadu is concerned. Department of Employment and Training is functioning as a separate Directorate. At present, this Directorate is functioning in Chepauk, Chennai-5.
In every District, a District Employment Office is functioning. Besides, a state level Employment Exchange for registering candidates with qualifications of professional and executive standards and a special Employment Exchange for Physically Handicapped are functioning in Chennai. For registering candidates with qualifications below S.S.L.C. of Chennai District, a separate Employment Exchange is functioning in Chennai. In Chennai and Coimbatore, separate Employment Exchanges are functioning for technically qualified persons. Apart from this, Special Vocational Guidance Centre for Tribal Population is functioning in Uthagamandalam, Sankarapuram , Salem and Tiruvannamalai and Coaching-cum-Guidance Centre for SC/ST is functioning in Tiruchirapalli, Coimbatore, Tirunelveli, Vellore and Cuddalore.
OBJECTIVE:
Employment Exchanges register job-seekers and nominate them against vacancies notified. There is no minimum prescribed qualification for registering with Employment Exchanges. Any Indian citizen could register with the employment exchanges situated in his place of residence.
REGISTRATION:
In Tamil Nadu, candidates with qualifications at Graduate and Post-Graduate level in Professional and Executive line could register their educational qualifications with the Professional and Executive Employment Exchange, Chennai. Candidates who possess educational qualifications other than of professional and executive standard could register their educational qualifications with the respective Employment Exchanges in their districts. Technically qualified candidates in Chennai and Coimbatore could register their educational qualifications with the Employment Exchanges functioning in the respective places for technically qualified persons. Candidates in possession of qualifications of Professional and Executive standards could also furnish the details of their educational qualifications with the respective Employment Exchanges in the districts. Such details will be forwarded by the Employment Exchanges situated in the districts to the Professional and Executive Employment Exchange, Chennai which in turn will register the candidates and send the identity cards direct to the candidates. Candidates in possession of experience could register their experience with the Employment Exchanges not later than two years from the date of discharge. Apart from this, persons who are appointed based on the nomination effected by the Employment Exchanges could intimate the fact of discharge from jobs, within 90 days from the date of discharge, to the Employment Exchanges and re-register. Any delay in this regard could be condoned up to a period of 18 months. Provision is also available for persons already in employment for registering their higher qualifications to seek suitable better opportunities by producing a ‘No Objection Certificate’ from the present employer. Special Cells are functioning in Employment Exchanges in Kancheepuram, Vellore, Trichy, Cuddalore, Thanjavur, Coimbatore, Erode, Uthagamandalam, Salem, Madurai, Tirunelveli, Tuticorin and Nagercoil for registering and offering placement services to Physically Handicapped candidates.
RENEWAL OF REGISTRATIONS:
Candidates should renew their registrations with the Employment Exchanges once in three years. Candidates who fail to renew registrations in due time could apply for renewal up to 18 months from the month during which the renewal falls due. This concession can be availed only once.
TRANSFER OF REGISTRATIONS:
Candidates could register with the Employment Exchanges functioning in their respective districts. Candidates who seek transfer of registrations to another district should produce residence certificate issued at the level of Tahsildar pertaining the new residential status. There should be a minimum of one year gap between successive transfer of registrations. This condition will not apply to the wards of Government Servants who are under orders of transfer.
PRIORITY HOLDERS IN EMPLOYMENT:
As far as the vacancies being filled through the nomination effected by the Employment Exchanges in Central Government are concerned, vacancies are filled in the ratio of 1:1 between priority holders and non priority holders. But, in respect of vacancies being filled through the nominations effected by Employment Exchanges in State Government, State Government undertakings and Local Bodies, vacancies are filled in the ratio of 1:4 between priority and non-priority holders.
(i) PRIORITY HOLDERS IN VACANCIES UNDER CENTRAL GOVERNMENT:
1. Surplus employees (other than class IV) registered with Central( Surplus Staff) Cell of the Department of personnel who do not get redeployed through the Cell within the prescribed period of 6 months; surplus class IV employees registered with the Director General of Employment and Training, Special Cell, disabled Ex-servicemen.
2. Disabled Border Security Force Personnel.
3. Upto two members each of the family of Defence Services Personnel killed in action or severely disabled.
4. Discharged Central Government Employees.
5. Demobilised personnel of the Armed Forces
6. Physically Handicapped persons.
7. Repatriates from Burma and Sri Lanka.
(ii) PRIORITY HOLDERS IN VACANCIES UNDER STATE GOVERNMENT
1. Disabled Ex-servicemen.
2. Upto two members of the family of the enrolled personnel of the Armed Forces who were killed or disabled in action.
3. Destitute widows.
4. Inter caste married couple.
5. Ex-servicemen and wives, sons and Unmarried daughters of serving Military Personnel, and one son or one unmarried daughter or wife provided Ex-servicemen themselves have not utilised the priority and the legal heirs of the Freedom Fighters and Tamil Sevants.
6. Burma and Sri Lanka Repatriates.
7. Members of the family (including members of Scheduled Caste / Scheduled Tribe) whose lands have been acquired for Government purposes.
8. Discharged Government employees (State).
9. Physically Handicapped persons.
10. Inmates and Ex-inmates of Approved Schools and Vigilance Institutions under the Government of Tamil Nadu and the heirs (son / daughter ) who have lost both father and mother.
11. Ex-personnel of Territorial Army.
(iii) PRIORITY HOLDERS IN VACANCIES UNDER STATE GOVERNMENT UNDERTAKINGS.
1. Emergency recruits who serviced in the same undertaking during a strike period.
2. Disabled Ex-servicemen.
3. Upto two members of the family of the enrolled personnel of the Armed Forces who are killed or disabled in action.
4. Inter-caste married couple.
5. Ex-servicemen and wives, sons and Unmarried daughters of serving Military Personnel, and one son or one unmarried daughter or wife of Ex-servicemen provided that the concerned Ex-servicemen themselves have not utilised the priority and the legal heirs of the Freedom fighter and Tamil sevants.
6. Burma and Sri-Lanka Repatriate.
7. Members of the family (including members of Scheduled Caste / Scheduled Tribe) whose lands have been acquired for Government purposes.
8. Discharged Government Employees(State) / Discharged employees of State Public Sector Undertaking/Statutory Boards for want of vacancies.
9. Physically Handicapped persons.
10. Workers affected by Nationalisation of private institutions in the past and in the future for employment in public sector body constituted consequent on nationalization.
11. Inmates and Ex-inmates of Approved Schools and Vigilance Institutions and Probationers and Ex-probationers under the Government of Tamilnadu.
12. Ex-personnel of Territorial Army.
(iv) PRIORITY HOLDERS IN VACANCIES UNDER LOCAL BODIES
1. Disabled Ex-servicemen.
2. Upto two members of the family (widows / sons / daughters / next of kin) of the enrolled personnel of the Armed Forces who are killed or disabled in action.
3. Ex-servicemen and the wives, sons and unmarried daughters of serving Military Personnel and the legal heirs of Freedom fighters and Tamil sevants.
4. Burma and Sri-Lanka Repatriate.
5. Members of the family(including members of Scheduled Caste / Scheduled Tribe) whose lands have been acquired for Government purposes.
6. Discharged employees of Local Bodies.
7. Physically Handicapped Persons.
8. Ex-personnel of Territorial Army.
Nomination of Candidates by Employment Exchanges:
For vacancies under Central and State Governments, five candidates are nominated against one vacancy. In respect of recruitment of Graduate and Post-Graduate Teachers made by Teachers Recruitment Board, three candidates are nominated against one vacancy. In respect of vacancies in the post of Secondary Grade Teacher, vacancies in Rural and Urban Local Bodies, etc. where criterion of selection is seniority in registration, two candidates are nominated against one vacancy.
Vocational Guidance Programme:
The Vocational Guidance Units functioning in Employment Exchanges render Guidance services to students and registrants of Employment Exchange to seek Employment opportunity. Employment Exchanges conduct Group Discussions of candidates who call at Employment Exchange for registration, renders counselling to the candidates during registration, provide information in educational and training facilities to candidates as individual information furnish information on occupations, conduct Exhibitions and Seminar on careers in Schools and Colleges and arrange Career Talks on occupations. Besides, Employment Exchanges conduct free special coaching classes for candidates of Hindu Adi Dravida Community who apply for competitive examinations to get Employment. Employment Exchanges conduct free special coaching classes for candidates of Hindu Adi Dravidar Community who appear for Entrance Examinations seeking admission to Professional Courses in Tamilnadu. Out of pocket expenses at the rate of Rs.15/- per day is paid to the trainees of Coaching Classes. Apart from this, a Higher Secondary School in the backward area of each District is adopted by Employment Exchanges and Guidance Services are rendered to the Students of Higher Secondary Course in those schools throughout the year.
Employment Market Information:
As per Employment Exchanges (Compulsory Notification of Vacancies) Act 1959, and the rules thereon of 1960. Employment Market Information is collected from Employer. According to this Act, all Public Sector Establishments and such of those Private Sector Establishments which employ 25 or more employees should furnish details of vacancies, number of employees working in the Establishment sex-wise and details of shortage of personnel in occupations, in form E.R.I to the respective Employment Exchanges once in three months. Besides, the above Establishments should furnish details of education and occupations in respect of employees employed in the establishment in form E.R.II once in two years. Such details should be furnished by the Private Sector Establishments in the odd years and by Public Sector Establishments in even years.
The details collected on quarterly basis are compiled at District Level and Area Market Reports are published. Similarly, such details are compiled at State Level and reports are published. The details collected once in two years are sent to the Labour Ministry, Government of India for being compiled and utilised in the process of Planning and compilation of Statistics.
Unemployment Relief Schemes to Blind Candidates:
Unemployment Relief is paid to the Blind candidates who are waiting on the Live Register for more than one year, at the following rates:-
S.S.L.C. and below : Rs.200/- per month
H.Sc./PUC : Rs.250/- per month
Graduation and above : Rs.300/- per month
To benefit under this scheme, income of the parents should not exceed Rs.24,000/- per annum or the income of the candidate should not exceed Rs.600/- per annum. Relief will be paid for a maximum period of five years or upto 40 years of age in the case of others and upto 45 years in the case of SC/ST whichever is earlier.

Twenty four study circles were set up in pursuance of G.O.Ms.No.106 of the Labour and Employment Department dated 20.07.1999. These study circles are located in the following places.

Study Circles have also been set up in the cities of Coimbatore, Salem,Madurai Tiruchirapally under instructions from the Director of Employment and Training with assistance from the District Administration and local non governmental organizations.
RESULTS AND THE IMPACT OF THE STUDY CIRCLES.
The study circles are a boon to the unemployed youth. Twenty six magazines are supplied every month to these study circles. One hundred and fifteen books have also been purchased so far for use in these study circles. A list of these books and magazines is annexed. It can be unequivocally stated that no other institution has ever placed such valuable resources in the hands of the unemployed youth free of cost. The results to say the least are very impressive. A total of seventy seven boys and girls from these study circles have come out successful in the competitive examinations held by various recruitment agencies in the last one year.
The study circles have given a sense of purpose to the unemployed youth. Success of peers and constant encouragement from them helps in personality development. The advantages of hard work, consistency and determination are conveyed by this interaction. Another interesting development has been the restoration of faith in the fairness of the public recruiting agencies. Study circle members now firmly believe that merit alone is the criterion for success in the competitive examinations.
