The Directorate of Collegiate Education was formed in 1965 with a view to bring about an
overall improvement and expansion in Collegiate
Education in Tamil Nadu. Prior to 1965. Collegiate Education was an integral part of the DPI. There were only 24 Arts and Science Colleges
during the year 1947 and at the time of formation of this Department, there were 92 Arts and Science College, and 18 Colleges of Education.
At present, 347(96-97) Colleges are under the control of the Director of Collegiate Education. The break up details are as under:

ADMINISTRATIVE SET UP :
The administrative and financial control of these colleges vest with the Director of Collegiate Education. From the year 1992, the
Department is headed by an IAS Officer. He is assisted by the following Officers and supporting staff.

The Government colleges are directly administered by the Director of Collegiate Education through the Principals of the respective
colleges, and the Aided Colleges are administered through 6 Regional Joint Directors. The annual block grants are released by the
Department to Chennai, Madurai Kamaraj and Annamalai Universities.
Other universities receive maintenance grants though this Department. The Chennai Institute of Development Studies also gets an annual net
deficit grant through this department.
The supervisory and monitoring functions of the Government colleges are performed by this Directorate. The aided colleges receive grants
from the Government through Regional Joint Directors. The payment of grants consists of 100% salary grant, minus the tuition fees
collected from the students and non salary grant of 80% of the total expenditure on approved items subject to certain ceiling.
The Directorate has introduced a direct payment of salary scheme for the staff in aided colleges from 1.4.1980. 6 Regional offices have
been formed to oversee the implementation of this scheme.
ORGANIZATIONAL SET UP AND FUNCTIONS OF REGIONAL OFFICE
The Government of Tamilnadu had been meeting 80% of the net deficit to aided colleges for payment of salary to the teaching and non-teaching
staff till the implementation of the system of direct payment of salary with effect from 1.4.1980. In korder to facilitate the payment
of grant to colleges, and to have a closer monitoring of the smooth functioning of the colleges, five Regional Offices at Chennai,
Trichy, Madurai, Coimbatore and Tirunelveli were formed during the year 1979. An additional Region was formed at Vellore in JUly 1995 and 17 aided
colleges from the Chennai Region were transferred to the Vellore Region.
The Regional office is headed by a senior Principal of a Government College in the cadre of Joint Director. He is assisted by an
Assistant Director in the cadre of Bursar in administration and one Accounts Officer in respect of financial matters.
Normally 4 sections and two audit section function under the control of the Regional Joint Director. They assist the Joint Director in
scrutinising all the proposals received from Aided Colleges and attend to the following important work apart from the work assigned by the
Director.
i) Approval of appointment of staff-both teaching and non-teaching.
ii) Payment of monthly salary and arears.
iii) Approval of career advancement such as Selection Grade, Senior Scale and Reader in respect of teaching staff.
iv) Approval of Selection Grade/Special Grade in respect of non teaching staff.
v) Maintenance of Teacher's Provident Fund Accounts and ledgers.
vi) Sanction of advances/Part final withdrawals from Teachers Provident Fund.
vii) Pensionary benefits to retired persons.
viii) Deputation of college teachers for Refresher/Orientation courses.
ix) Processing applications for permission to visit foreign countries.
x) Audit of Accounts of Aided Colleges.
xi) Other routine office work.
The Audit section in the Regions not only audit the accounts of the colleges and reconciles them with the office records, but also reviews
the objections raised in Audit Reports for settlement. The audit is carried out on the basis of financial statements submitted by Aided
College for each financial year.
The Joint Directors of Regions are empowered to carry out surprise visits to the colleges under their control to ensure prompt and up-to-
date maintenance of accounts and other records.
In case of any crisis in the proper maintenance of Aided colleges based on the orders of the Director or the Government, the Joint
Director will be empowered to accord sanctions and to perform the duties of the Secretary of the college concerned as per the
provisions of Government order Ms.No.1021. Education.
Besides, from January 1997, the State NSS Cell has been functioning under the administrative control of the Director of Collegiate
Education. Details of NSS are as follows:
NATIONAL SERVICE SCHEME
National Service Scheme is one of the major youth Programmes aimed at involvement of students in universities, colleges and Higher Secondary
schools, in social service activities, with the major objective of developing the overall personality of the students and harnessing
their potential in nation-building activities. The scheme is funded jointly by the State and Central Governments in the ration of 7:5.
The Scheme has been implemented in Tamilnadu from 1969 with a student of 3,000 volunteers which has now reached 1,50,000.
Tamilnadu has the unique distinction of having NSS programmes in Polytechnics from 1983-84. A Student strength of 53,000 at the +2
level which is the largest in the country, is being maintained consistently. We have residential universities like Annamalai, Mother
Teresa Women's University. Kodaikanal, Gandhigram Rural Institute, Avinashilingam Institute and Professional Institutions like Anna
University, Tamilnadu Dr.MGR Medical University, Tamilnadu Veterinary and Animal Sciences University, Tamil nadu Agricultural I.I.T. They
conduct a variety of technology-oriented projects leading to self-employment.
Urban colleges have taken up programmes like entrepreneurship and leadership development, and for creating awareness of the evils of
drug addiction, alcoholism, and need for environmental development. Many universities are conducting 100% centrally sponsored programmes
like National Integration camps. Adventure programmes, to foster the spirit in the youth for promotion of these programmes.
NSS has two types of programmes one regular activities and special camping
programmes. Under regular activities, every NSS volunteer has to work 240 hours for a continuous period of two years and under
special camping programme for a period of 10 days in a year in a particular place.
Under the Regular programme, volunteers are mobilised for rendering hospital services, health education drive, traffic regulation,
propagation of small family norms, blood donation, environmental developmental programmes, etc.
Under the Special Camping programmes, volunteers are involved in need based priority-wise integrated rural developmental projects in
villages identified by them in co-operation with the local administration.
Special attention is given to functional literacy programmes. NSS units are intensively involved in this task to achieve cent percent
result. NSS has actively associated itself with many voluntary rganisations, in implementing universal
immunisation, drug-de-
adiction campaign, environmental awareness blood donation etc. In Tamilnadu, Nss has been introduced as an extra-disciplinary paper in
Part-III for the I and II year students. For the first time in the country, an endowment for NSS was created by the citizens with a view
to giving awards to the colleges which have the best NSS units.
The Government of Tamilnadu has instituted awards to be given for the best NSS volunteers, best NSS
Programme Officers and best Programme Co-ordinators every year.
SELF FINANCING COLLEGES :
Due to financial constraints, the Government is unable to open more number of government colleges. However in order to promote higher
education, the Government permits the opening of self-financing colleges by private educational agencies subject to fulfillment of
certain conditions stipulated by the government. From 1984-95 a total of 150 self financing Arts & Science colleges have been granted
