COUNCIL DEPARTMENT

1) Council Department is the Secretariat of Corporation Council. It is under the control of Worshipful mayor.

2) Council Secretary arranges for the Council meeting and also records the proceedings of the Council.    General Administration and Personnel Department

General Department is working under the direct control of the Commissioner. Deputy Commissioner (Administration) is the Head of this Department. The Functions of the Department are as follows:

1. Co-ordinating the Functions of the Department/Zones.

2. Appointments and Promotions.

3. Takes follow up action to implement to Policies of the Commissioner.

4. Settlement of pension/Family Pension and Retirement benefits.

5. Appointment of Compassionate Grounds.

6. Co-Ordination Work during natural calamity.

7. Installation of Telephones.

8. Preparation of draft bye-laws.

9. Central Despatch Section.

Revenue and Finance

Revenue Department is functioning under the control of Deputy Commissioner (R&F). Revenue Officer is Supervising the Collection of Property Tax, Profession Tax, Timber Tax, Advertisement Tax, Licence fee, Collection of rent for the community centres, Besides, he is supervising the works performed by the A.R.O. s in the zonal offices.

Additional Revenue officer

Supervising the works assigned to him in Ten zones and reviewing the Collection of Taxes. Taxation Appeals Committee function under the Control of a Judge. This Committee considers the appeal petitions preferred against the orders of the Commissioner.

Health Department

Corporation maintains 62 dispensaries, communicable disease hospital at Tondiaret and T.B. Hospital at Puliathope public analyst to detect adulteration in food, pathology for Health test are located in Ripon Buildings. Besides, a new pathology has been opened at E.V.R. Periar Salai to cope with the increasing demand. This department registers Birth and Death and issues Certificates. This department is maintaining 33 Burial grounds and two electronic crematorium

This department carries out the following functions.

1. Mobile Dispensary

2. Water Test

3. Catching of Street Dogs.

4. Medical checkup of the employees working in corporation of Chennai.

5. Supervising to slaughter houses and carries out improvement to slaughter house with latest technology.

Maternity and Child Care

Corporation implements Family Welfare Scheme from 1956. Revised Family Scheme has been introduced from 10.02.1967. There is a Family Welfare Section in the Corporation Ripon Buildings and 49 Health Centres are functioning in the City.

Corporation administers polio vaccination to the children below the age of one year living in slum at free of cost. Corporation maintains pre-natal and post-natal centres. 24 Hours surgery facilities are available in the following this centres.

Swimming Pool

Marino Swimming Pool

Public are allowed on payment fee person possess admission Ticket are allowed between 6.00 A.M. to 4.30 P.M. Season Tickets are also available concession rates given on the recommendation of Sports Development Authority. Request for grant of conducting swimming competition and for photo filming are considered within a week from the date of receipt of request. Swimming pool is cleaned by conducting filter process.

The services of swimming coach and life guard are available between 6.00 A.M. and 6.00 P.M. Swimming pool is opened to public on all the days except on Monday. Indoor Stadium and Play Grounds

Public Information Booth

Public information booth is functioning in the Ripon Buildings and at all the Ten Zonal Officer. Public can avail the following facility.

1.Issue of Birth and Death Certificates.

2.Now Trade Licence

3.Building Plan Permissions

4.Change of Ownership

5.Marriage Assistance Under M.R.A.N.T.T.

6.General complaints and Grievances.

Financial Management Unit

Financial Management Unit is working under the direct control of the Financial Adviser. Financial Adviser perform the following functions.

1.Preparation of Budget Report

2.Receipt of Grant in aid from the Government

3.Controlling of expenditure

4.Pre Auditing of Bills.

5.Annual Audit

Bus Route Roads Department

This department is headed by a Superintending Engineer. He is assisted by three Executive Engineers. Besides, an Executive Engineer is posted exclusively for the traffic improvement.

Bus Routes

This Department maintains 302 Km length of Bus Route Roads excepting the bus route under the control of highways in Chennai City. Since, the roads in Chennai City is full of traffic, most of the bus route road works are carried during night. Works are executed through contract. The asphalt required for laying road is prepared with the help of central asphalt plant and blue metal is supplied by the contractors from Thiruneermalai, Kunrathur, Velachery, Thirusulam. They are placed at suburb areas. The progress of laying road is supervised by Assistant Engineer/Junior Engineer concerned. The asphalts purchased from Indian Oil Corporation, Bharath Petrolium and Hindusthan Petrolium Corporation.

(B). Traffic Improvement Works

Widening of important Bus Route Roads, formation of new traffic island, laying of central medians are the works carried out by this department to avoid congestion of traffic and accidents. Central control stations located at Chintadripet supplies Kerbs and Cement slabs for the above works.

Works Department

Private Street:

corporation carried out improvement in private streets from the payment of improvement charges collected from the owners of the private land and also from the owners of the approved plot. Subsequently Government have ordered to under take development work of private street from the funds of the Corporation. Special Officer in Council, in Council resolution No.80/96, dated: 10.01.1996 have declared that all the private streets are public and improvement works are being carried out on priority basis.

Central Asphalt Stations

Central Asphalt station is preparing Hot Mix and supplying it to various road laying works in the city. Central Asphalt Plant generates 200 Metric Tone of Hot Mix daily.

Central Roller Station

 It maintains 39 Road Rollers and are engaged for road laying works.

Town Planning

This section issued planning permit for building constructions and also approved layout which has extent of five acres of land.

Buildings Department

This department executes the work of the construction of school buildings, public convenience and commercial complexes, undertakes renovation and improvement works of parks and garden, play grounds.

Bridges Department

This department was formed in 1985, and it has taken up the works of widening of culverts and bridges at Cooum River, Adayar, Ottri Nullah, Mambalam Canal, Kodungayur canal to ease traffic congestion

Storm Water Drain Department

Normal life of the residents of Chennai city badly affects during the North East Monsoon raining season. The slope of the Chennai City is terrain and the City receives 1200 mm. rain every year water stagnates during heavy rain due to inadequate storm water drains in the city. Stagnated water is baled out using Motor pump sets. This department also under takes desilting works in the canals at captain cotton canal, Vysarpadi, Mambalam, Nandanam, Saligramam, Virugambakkam for free flow of water.

Electrical Department

Corporation maintains street lights and Electrical appliances belonging to corporation. It also replaces damaged under ground cables. It provides Sodium Vapour lamps at Bus Route Roads and installs lights in the slums.

Solid Waste Management

This department is headed by a Superintending Engineer, conservancy works carried out by 10 Zonal Officers are supervised by him. Conservancy employees are working from 6.00 A.M. to 10.30 A.M. and from 2.30 P.M. to 5.00 P.M. and removes an average 2000 Metric Tone of garbage every day. Dumping grounds are located at Kodungaiyur and Perungudi.

General Work Shops, General Stores are under the control of Mechanical Engineering Department. Procurement and maintenance of heavy vehicle and light vehicle for removal of Garbages are under taken by this department. This department operates 302 Nos. of heavy vehicle and 96 Nos. of light vehicles.

Education Department

Corporation maintains gardens in the city. Platforms are provided to take the exercise of walking in the gardens at Anna Garden at Royapuram, Thiru Vika Park at Shenoy Nagar, Tower Park at Anna Nagar, Natesan Park, Jeeva Park, Panagal Park, Nageswara Rao Park, Indra Nagar, M.G.R. Nagar, and K.K. Nagar apparatus for children are provided in some of the parks.

Land and Estate Department

Land and Estate Department is functioning under the control of District Revenue Officer. He is assisted by an Assistant Executive Engineer, Tahsildhar and Supporting Staff. The important function of this department is to preserve the documents relating to the land belonging to corporation and private.

Corporation has leased 19,72,375 Square feet of land at 518 places as per council resolution and earns 78 lakhs every year as a rent. This department has also allotted 1468 petty shops to the Ex service men and Physically handicapped person.

Remarks

1. Bride should have completed 18 Years of age.

2. Application should be registered within 15 days from the date of marriage.

3. Marriage should be solemnized either at the residence of the bride, or at temple or in the Registrar office or in the Corporation community centre.

THE PROCEDURE OF SUBMISSION OF APPLICATION REQUESTING FOR BUILDING  PLAN

6)  Eight copies of the proposed building plan

Remarks

Cost of application for planning permit is Rs.10/- Cost of Building plan application Rs.10/- Scrutiny fee Rs. 2/-

Application together with related document should be submitted at public information Centre. After scrutiny of application, applicant will be informed of the amount to be informed of the amount to be paid towards registration fee and will be given remittance chalan. Payment should be remitted at Indian overseas Bank, Corporation Extension Counter and remittance receipt should be enclosed in the applications. Applicants will be given acknowledgment in token of receipt of applications. He will be informed the amount of Building Licence fee Within 15 days from the date of submissions of applications and after remittance of prescribed fee applicant will be given Building Plan permission.

AMENDMENT OF OWNERSHIP IN THE PROPERTY TAX REGISTER

6) Court fee stamp for the value of Rs.1/- need to be affixed in the form of applications for amendment of ownership.

Remarks

Change of ownership will be effected within 15 days from the date of receipt of application. if there is delay, nodal officer may be contacted.

Public who want to get birth extract urgently, have to apply for the same in the application form of Rs. 25/-. The Birth/death extract will be given to them within 24 hours.

4) Xerox copy of the receipt for the payment of Profession tax.

6) NOC from the Dist. Fire Officer.

7) Certificate obtained from the Inspector of factories.

8) NOC from the residents nearby (for HOTEL only)

9) Water test report.

10) Certificate issued to food handlers

Remarks

1) The application and its enclosure will be forwarded to Executive Engineer, Town Planning. His remarks will be taken into consideration before issuing Trade licence.

2) Applications should remit Trade licence fee along with application. If the application has not been accepted, this payment will be returned.
