Why Citizens’ Charter?
Citizens’ Charter sets out the standards that people who use a service can expect to receive from the concerned Department or Organization. It is a useful tool which helps in setting standards that can be measured and delivered to meet the needs of the people or users. It sets out clear procedures and timeframes for delivery of services and helps in making the organization more focused and responsive. It also brings transparency in the procedures followed and accountability in the functioning of the department.
Political Pension
The Government of Tamil Nadu have been very sympathetic and considerate towards the Freedom Fighters and their families who had participated in the freedom movement and had undergone innumerable sufferings to secure freedom for our country. A number of welfare schemes, such as Freedom Fighters’ Pension, medical facilities, free transport facilities, special reservation for their dependants in educational institutions, priority in Government employment, allotment of houses, etc., are being implemented by the Government. The State Freedom Fighters’ Pension Scheme was introduced in the State with effect from 01.10.1966.

The proposals for sanction of State Freedom Fighters Pension should be examined by the District Level Screening Committee as per the guidelines issued by the Government and are recommended to Government within 30 days from the date of receipt of the application from the Freedom Fighters.
The proposals received by the Government from the Collectors concerned will be examined as per the Government Orders in force and final orders will be issued within 30 days from the date of receipt of the proposal to Government.
In the event of death of any State Freedom Fighter Pensioner, the pension is paid continuously to the wife/husband/minor children of the freedom fighter. In case they suffer from any permanent physical disability or mental illness, they are paid the pension till their life time. The Collectors of concerned districts are empowered to sanction continuance of Freedom Fighters' Pension.
2. Central Pension Scheme:
The Central Scheme of Freedom Fighters Pension is being implemented by the Central Government w.e.f. 15.8.72.

i) Persons who had suffered a minimum imprisonment of six months in connection with freedom struggle.
ii) Jail certificate in support of their imprisonment and in the absence of such jail certificate from official records, a certificate indicating "Non availability of records" from the jail authorities concerned along with two ‘co-prisoner' certificates in the prescribed form. The ‘Co-prisoner’ certificate has to be obtained from the freedom fighter pensioners who had undergone jail suffering for one year or from a sitting M.P. or M.L.A. or from an Ex-M.P. or an Ex-M.L.A. specifying the period of imprisonment.
iii) In respect of Scheduled Caste / Scheduled Tribe and Women Freedom Fighters who had suffered a minimum imprisonment of three months.
iv) Persons who had remained underground for six months or more but are unable to produce official documents can produce a co-prisoner’s certificate from a prominent Freedom Fighter who had undergone imprisonment for a period of two years or more along with a certificate to indicate "Non availability of records" from the concerned authorities. The certifiers should belong to the same district as that of the freedom fighters certified.
v) Ten strokes of flogging / whipping / caning inflicted for participation in the freedom Movement will be treated equivalent to with six months of imprisonment.
vi) Ex-INA personnel, if the imprisonment/ detention suffered by them was outside India for six months or more. |

The proposals for sanction of Central Pension received from the Collectors concerned are forwarded to Government of India with State Government's recommendations subject to the satisfaction of one of the above conditions.
3. Other concessions:
a) Medical Facility |
A sum of Rs.15/- p.m. to those who are receiving Central/ State Freedom Fighters or both and to the widows and minor children. Free medical treatment and 'A' Class ward facilities in Government Hospitals. |
b) Educational concession to the children / grand children of freedom fighters

Fee concession and Scholarship in Schools, Colleges, Professional and Technical Institutions
Reservation of seats in professional colleges
i) 10 seats in B.E.
ii) Three seats in M.B.B.S. in the following order of preference
(a) Children of Freedom Fighters
iii) One seat each in B.S.M.S. and B.H.M.S.
iv) One seat in Polytechnics and special institutions
v) 1% out of the total seats allotted to all Law Colleges (Regular Course)
vi) Totally 28 seats in District Teachers’ Training Institutions, Government Teachers Training Institutions and Non-minorities Teachers Training Institutions. |
