GENERAL

The Bharathiar University was established in Coimbatore by the Government of Tamilnadu in February, 1982 under the provisions of the Bharathiar Univerisyt Act, 1981 (Act 1 of 1982), with jurisdiction over the districts of Coimbatore, Erode and the Nilgiris. The Postgraduate Centre of the University of Madras which was functioning at Coimbatore prior to 1982 formed the core of Bharathiar University, in 1985, the University received recognition from the University Grants Commission (U.G.C.) New Delhi, which made the University eligible to receive U.G.C. grants.

Since its inception, the University has taken several steps and introduced many measures to ensure efficient and responsice administration, to widen and strengthen its services, to bring-in transparency in operation and to make the university people-friendly. The University has streamlined the official procedures and introduced a fair degree of accountability coupled with responsibility in its various cadres of employees to achieve its objectives. 

The University, in recognition of the people’s right to information and their right to service, in addition to sensitizing its various sub-systems to these rights, has installed systems and procedures, which work towards ensuring these rights to the public. These measures, planned and introduced as they are, help in enhancing the social relevance of the University as a public Institution and provide for  in-built accountability. 

In order to be able to serve its clients with efficiency, responsiveness and people – friendliness, the University has the following facilities in position : 

RECEPTION – CUM – ENQUIRY COUNTERS 

There are three reception counters in the University to serve the visiting public, at the 

* Administrative Bank

* Examination Wing and

* School of Distance Education 

These enquiry counters function on all working days from 9.45 a.m. to 5.30 p.m. and on holidays the main counter at the Administrative Block alone is kept open and manned by a skeleton staff to attend enquiries over telephones. Every visitor coming to the University is directed to the respective reception counter by the security staff at the main entrance.

The visitors are being served by the Reception-cum-Enquiry counter at the Administrative Block by attending more specifically to: 

* Enquiries relating to courses offered in affiliated Colleges, admissions, fees etc.,

* Sale of applications for all the courses offered in the University Departments and for Ph.D. and  M.Phil in the Affiliated colleges.

* Issued and receipt of applications for transfer, readmission, name change and re-registration etc. 

The enquiry counter also supplied any other information the visitors and callers may seek, after securing the same from the sections and departments concerned. The University has also completed steps to link its affiliated colleges in the region to the University through VAST, for instant flow of information to and from the University. The internet in the University has been thrown open to serve the industry and the public general.

The University has also introduced office – automation for quick processing and movement of files at all levels in the offices of the Registrar, Vice-Chancellor, Finance Office, Controller of Examinations. It is proposed to extend it of the University departments in due course to improve efficiency in communication and operations.

In the enquiry counter at the Controller of Examinations Wing the following services are rendered :

  • Issue and receipt of applications for various examinations.

  • Issued of applications for Provisional Certificates, Migration Certificates, Consolidated Mark Statements, Degree Certificates, Duplicate Certificates, Rank Certificates, Retotalling and Revaluation.

  • Supply of information relating to conduct of examinations, announcement of Results etc.

In the enquiry counter of the School of Distance Education such information as details of courses offered, admission procedures, fees etc. are supplied to the visitors.

A Bank and a Post office located in the campus cater of the visitors and the University. Time limited have been set for issue of various certificates, to avoid uncertainties about their availability. The limits are set and are adhered to as self regulation, and at the same time seriously. The time limits are:  

  • Eligibility Certificate is issued to every applicant within 24 hours (ie.) before the last hour of the next working day.

  • Provisional Certificates and Migration Certificates are issued within 10 days of submission of completed applications.

  • Convocation is held every year, to enable the University to issue degree certificate, as and when applied for.

In Case of urgency, these certificates are issued immediately. 

FUTURE PLANS

Opening of extension counters and city centres in major towns to provide easy and quick information and prompt services to the public is under consideration. To link the University with District information Centre to disseminate important and selective information to the public is also under consideration. 

TRANSPARENCY IN SELECTION

The selection procedures for admission of students to every course is widely published through bulletins, News papers, notice boards and circulars to colleges. 

  • Public are informed of the details of selection procedure and are alerted on the possibility of getting cheated by unscrupulous persons.

  • List of Candidates short listed for interview as well as the list of candidates finally selected are published in the news papers and Notice Boards. The lists are published in the Notice Boards and news papers simultaneously.

  • The entire process of selection is completed with in the minimum time so as to avoid delay, prevent leakage of information, and any possible misuse of such information.

AFFILIATION : COURSES & COLLEGES AND ACADEMIC STANDARD

In order of maintain quality of teaching and learning process in the Colleges, the University takes the following steps: 

  • Circulars are sent to all colleges every year inviting applications for starting New courses sufficiently in advance.

  • The copies of inspection commission reports are supplied to the colleges along with the decisions of the Syndicate in the form speaking orders in case of refusals for starting courses.

  • Review of functioning of the colleges and verification of the complaints received against are undertaken with a view to maintain academic standards and efficiently. Every complaint received from students, parents and teachers is processed and the action taken on their merits.

  • The list of approved qualifications for the various teaching positions in all the faculties is circulated to colleges for their ready reference and adherence.

  • Each appointee’s qualifications are verified and their appointment is either approved or disapproved on verification by the University.

  • The qualifications, percentage of marks etc., of every student admitted to the courses in all the affiliated colleges are verified for eligibility for admission and their admissions are approved by the University.

EXAMINATION RELATED MATTERS

In 1986, the University has computerized the entire process of examinations starting from generating applications, preparation and issue of hall-tickets, mark-sheets, results, provisional certificates, and issue of degree certificates. 

  • Annual calendar for examination is prepared and sent to the colleges in the beginning of the year.

  • Twin vacation system has been adopted for timely conduct of examinations and publication of results and to ensure uniformity of dates of opening of colleges after vacation and schedule of other activities

  • Revaluation of answer scripts is now permitted to all examinations of all semesters (as against only for the final year examinations allowed so far).

  • Optical Character Reader has been procured by the University, for the examination purposes to improve the efficiency of work and to maintain the highest degree of confidentiality in examination related activities.

  • All the students who passed the final year University examinations which were held latest are admitted to the next immediate Convocation irrespective of whether the candidates have applied for the convocation or not. Therefore, anyone can get the degree certificate at any time of the year, without waiting for the Convocation. Convocations are held every year.

TO IMPROVE ACCESS & SUCCESS 

  1. DISTANCE EDUCATION PROGRAMMES

  2. To extend its services to those who have had no access to higher education and who are employed, the University runs the School of Distance Education and offers a number of degree, diploma, certificate programmes, details of which are published in leading new papers.

  3. WOMEN’S DEVELOPMENT

The enrolment of women candidates in P.G. Courses in the University is encouraging and efforts will be made to ensure a fair share to women in all the programmes and involve them in policy planning and implementation. 

OTHERS 

  • The University has initiated a collaborative project in partnership with ELCOT to establish a Software Technology Park in the campus for the benefit of students, teachers, entrepreneurs and with a view to generate income to the Univerisity.

  • The Internet facilities available in Bharathiar University are open to University faculty and students, college teachers and students, research organizations, and also to government offices, industries and the public and serve the region well.

  • The NSS in the University has brought the society and the University close and the University close and carried out many socially useful projects in villages, enhancing thereby its social relevance.

  • The University is currently exploring the possibility of closer interactions with D.R.D.O. and other Research establishments and will continue to do so to keep peace with the research activities at the national and international levels.
