CITIZEN'S CHARTER 1. Introduction Tamil Nadu is the pioneering State in India in the formulation of policies for the Welfare of Backward Classes (including Most Backward Classes and Denotified Communities) and Minorities and in implementation of schemes for their upliftment. 2. Administrative set up of the Department The welfare schemes are being implemented by the following officers, who are functioning under the administrative control of the Backward Classes, Most Backward Classes and Minorities Welfare Department, Secretariat, Chennai-9:-
3. Classification of Schemes The schemes implemented for the upliftment of the people belonging to, BC, MBCs DNCs, in Tamil Nadu may be broadly classified under the following three sectors: 1. Educational upliftment schemes (Scholarship for education, uniforms, K.R.Schools, Hostels, Awards & Prizes) 2. Economic development schemes (Supply of tools, supply of sewing machines, Job Oriented Training) 3. Housing and other schemes (House sites, Infra-structural facilities to house sites). The details of the individual schemes, the eligibility conditions for availing the benefits, are available in detail in the Policy Note. Students and the general public are requested to read these details and make use of them for availing the benefits. 4. Whom to Apply For availing benefits under the various schemes the District Backward Classes and Minorities Welfare Offices in the District Collectorates may be contacted. In respect of KR Schools, the Spl.Tahsildar (KR), Madurai may be contacted. 5.Procedure for making Complaints/Appeals The concessions given by the department are offered without any delay. In case of delay in the sanction of benefits and for any grievances or complaints against the departmental officers, the public can make representations or appeals to the following officers in person or by way of correspondence:-

Reservation Policy At present 69% reservation is provided for SCs, STs, BCs and MBCs / DNCs in this State both for admission to educational instructions and appointment to Public Services as detailed below:- SCs….. 18% STs….. 1% BCs…. 30% MBCs/DNCs… 20% The reservation is applicable only to the persons belonging to This State and belonging to one of the castes declared as BCs, MBCs and DNCs in this State. The list of communities declared as BCs, MBCs and DNCs are give at the end. The benefits other than reservation are provided to Christian converts from Backward Classes / Most Backward Classes / Denotified Communities / Scheduled castes on a par with Hindu counterparts. 7. Tamil Nadu Backward Classes Economic Development Corporation and Tami Nadu Minorities Economic Development Corporation Loan assistance with low interest rates is extended to individuals for starting self-employment trades through TABCEDCO and TAMCO. 8. State Minorities Commission The State Minorities Commission is intended to protect the interests of the Religious and Linguistic Minorities in Tamil Nadu. These people and other minorities can make representations to the Commission regarding their grievances. 9. Tamil Nadu BC Commission As per the orders of the Supreme Court of India passed in the Mandal Commission case, the Tamil Nadu BC commission has been established to examine and to make recommendations on the request for inclusion or deletion of communities from the BC/MBC list to the Government. For all grievances and appeals regarding the inclusion and deletion of communities in the BC/MBC list, public can directly approach the Commission. 10. Tamil Nadu Wakf Board Ulema Pensions are sanctioned to eligible Ulemas through the Tamil Nadu Wakf Board. 11.
