CITIZEN'S CHARTER BC & MBC WELFARE (BC.III) DEPARTMENT BACKWARD CLASSES WELFARE (BC.III) DEPARTMENT INFORMATION SYSTEM FOR CITIZEN SCHEMES UNDER IMPLEMENTATION IN BACKWARD CLASSES AND MOST BACKWARD CLASSES WELFARE DEPARTMENT EDUCATION The Department of Most Backward Classes and Denotified Communities is running 265 schools (11 Higher Secondary Schools, 23 High Schools, 13 Middle Schools and 218 Elementary schools) for the educational upliftment of Piramalai Kallars in Madurai, Dindigul and theni Districts. The Department is also running 835 hostels for the welfare of Backward classes, Most Backward classes and Denotified Communities. For admission of the students in the hostels, their annual parental income should not exceed Rs.15,000/- The students studying in Kallar Reclamation Schools as well as boarders in the hostels studying up to X Standard are supplied with two sets of uniforms one during Deepavali and the other during Pongal. Free education, Reimbursement of tuition fees, special fees and examination fees, free supply of books and slates and award of scholarship are a money the various concession offered to Backward Classes, Most backward Classes and Denotified communities. The District Backward Classes and Denotified Communities. The District Backward Classes and Minorities Welfare Officers may be contacted during June every year for admission in to the Hostels run by the Department and Special Deputy Collector (Kallar Reclamation) for admission in to Kallar Reclamation Schools. ECONOMIC UP LIFTMENT Supply of Free Tools Barber kits, Iron Boxes and Stone cutting tools are supplied free of cost to Mudithiruthuvors, Salavai Thozhilalars and Boyars respectively whose annual income does not exceed Rs. 12,000/-. Financial assistance is also given for setting up of saloons, Laundries and Mobile Laundries; to mudithiruthuvors and Salavai Thozhilalars whose annual income does not exceed Rs.12,000/- in the following pattern:

BHARATHI, PROVISION OF FREE HOUSE SITES TO BCs, MBCs, DNCs and FCs 1.The scheme for provision of house sites to the poor persons belonging to Oddars, Narikoravars, Barbers and Dhobies who do not possess house sites of their own, free of cost by acquiring patta lands, at the rate of 3 cents per house site per individual has been implemented from the year 1981-82. 2.The Government have extended the scheme to all communities of the Most Backward classes and Denotified Communities who do not possess house sites of their own at a total cost of Rs. 1 crore during the year 1990-90. The Most Backward Classes/Denotified Communities whose annual income do not exceed Rs.12,000/- are eligible for provision of house sites under the scheme. The Budget provision has been enhanced to Rs.2 crores during the year 1996-97. 3.The Government have now extended the scheme to all the communities of Backward Classes, Most Backward Classes, Denotified Communities and Forward Communities who line in the villages below poverty line and enhanced the Budget provision as Rs.10 Crores to Most Backward Classes, Rs.5 Crores for Backward Classes and Rs.3 Crores for Forward Communities during 1997-98. BC & MBCW (MW2) DEPT. SCHOLARSHIPS A number of scholarships are awarded to the students belonging to Backward Classes, Most Backward Classes and Denotified Communities, subject to parental income limit of Rs.25,000/- per annum. PRE-MATRIC SCHOLARSHIP Under Pre-matric Scholarship Scheme, select text books are supplied to students belonging to Backward Classes and Most Backward Classes study in the ninth standard and all text books in the case of tenth standards. To the students of Denotified Communities studying from sixth to tenth standard, these books are supplied at free of cost by the Tamil Nadu Text Book Corporation. Further the Special fees paid by the students are reimbursed to the educational institutions. The Public Examination fees paid by the students of tenth standard are also paid on behalf of the student to the Director of Government Examinations. Backward Classes students with Annual parental income of below Rs.25,000/- and hailing from Non-Graduate families and Most Backward Classes and Denotified communities students without the conditions, get reimbursement of tuition fees. Students studying in Govt. Aided Schools are also eligible for this assistance. The amount of fees being limited to the fees charged by Govt. Schools. POST MATRIC SCHOLARSHIPS The Scheme of Post-Matric Scholarship covers students studying from Highers Secondary course upto Research study level. Under this scheme special fees and Examination Fees are paid in full to the students. A portion of the Tuition Fees and cost of books are also met under the scholarship sanctioned for this scheme. For the Backward Classes students studying in English Medium Plus Two courses, the restriction of parental income of Rs.25,000/- per annum and the condition that there is no graduate in the family is imposed. Students of Most Backward Classes and Denotified Communities studying in English Medium get post-matric scholarship without any conditions. For the students house pursue their studies by staying in Hostels attached to the educational institutions, the boarding and lodging charges as prescribed by Scholarship Notification are also sanctioned together with the scholarship amount. FREE EDUCATION Free Education is provided to students belonging to Most backward Classes and Denotified Communities studying from Tenth Standard upto three year Degree Courses without taking their annual parental income into account. Students of Most Backward Classes and Denotified Communities pursuing Professional Degree Courses viz., Engineering, Medical, Agriculture, Veterinary, Law etc. ARe given Free Education concessions subject to the conditions that (a) there should be no graduate in the family of the student and (b) the annual income of the Parent shall not exceed Rs.25,000/- and (c) the student should be the first person in the family to pursue a professional degree course. The Free Education Scheme is also available to the Backward Classes students studying in Degree Courses and Professional Degree courses, subject to the above stated conditions. The students benefited under the Free Education Scheme are fully example from paying tuition fees, special fees, examination fees and other compulsory fee at the rates applicable to Government and Aided Colleges as approved by the Education Department. The loss of fees sustained by the Educational Institutions on account of these fee exemptions are paid to the Educational Institutions by the Backward Classes and Most Most Backward Classes Welfare Department. AWARD OF PRIZES (i) STATE LEVEL AND DISTRICT LEVEL PRIZES Under this scheme every year two first prizes (one boy and one girl) for Twelfth Standard and two first prizes (one boy and one girl) for Tenth Standard are awarded at State level. The First prize for Twelfth standard is Rs.3000/- in the case of Backward Classes and Rs.5,000/- in the case of Most Backward Classes/Denotified Communities. The first prize for Tenth standard Rs.1,500/- in the case of Backward Classes and Rs.3000/- in the case of Most Backward Classes/Denotified communities. At District level two first prizes (one boy and one girl) for Twelfth standard are being awarded. The prize is Rs. 1,500/- in the case of Backward Classes and Rs.3000/- in the case of Most Backward Classes/Denotified Communities. For Tenth standard, two first prizes, two second prizes and two third prizes are being awarded in the case of Backward classes the I, II and III prizes will be Rs.500/-, Rs.250/- and Rs.150/- respectively, In the case of Most Backward Classes and Denotified Communities the I, II and III prizes will be Rs.1000, Rs.500 and Rs.300 respectively. (ii) PERARIGNAR ANNA MEMORIAL AWARD (TWELTH STANDARD STUDENTS) Two boys and two girls, who secure the first and second ranks in the Twelth Standard Examination in each of the Districts among Backward Classes/ Most Backward Classes/Denotified Communities and joining Professional Degree Courses are awarded Perarignar Anna memorial Award at the rate of Rs.3000/- per annum per student for four years. (iii) THANTHAI PERIYAR MEMORIAL AWARD (TENTH STANDARD STUDENTS) Thanthai Periyar Memorial Award is granted to two boys and two girls belonging to Backward Classes/Most Backward Classes/Denotified Communities at the rate of Rs.3000/- per annum per student for three years, for those who have secured the first two ranks in the Tenth Standard Examination in each of the districts among Backward Classes/Most backward Classes/Denotified Communities and have joined Diploma Courses in polytechnics. TRAINING / COACHING PROGRAMMES GIVEN TO BACKWARD CLASSES (INCLUDING MINORITIES) MOST BACKWARD CLASSES AND DENOTIFIED COMMUNITIES. In order to uplift the Socio-economic conditions of the Backward Classes including minorities, Most Backward classes and Denotified communities, the Department of Backeard and Most Backward Classes Welfare offers the following Training/Special Coaching Programmes. 1. SPECIAL COACHING SCHEME FOR ALL INDIA CIVIL SERVICES EXAMINATION. Special Coaching is given to students who are appearing for All India Civil Services Examination conducted by the Union public Service Commission. PLACE OF TRAINING: i) Special Training Institute, Anna Nagar, Chennai-40 ii) Regional Training Centre, Madurai Kamaraj University Campus, Madurai. STUDENT INTAKE STRENGTH EVERY YEAR: 50 at Chennai 70 at Chennai. PERIOD OF TRAINING: A total of ii months for both Preliminary and Main Examinations. BOARDING AND LODGING FACILITIES: Free Boarding & Lodging facilities are provided for 40 students for the present at Chennai. Preference is given to those whose parental annual income is below Rs.24,000/- Mess allowance of Rs.500/- is given to these persons only. Others are treated as Stipendiary Candidates. ELIGIBILITY: All students who satisfy the eligibility criteria of Union Public Service commission and are desirous of appearing for All India Civil Services Examination, irrespective of income limit, are eligible to apply. SPECIAL COACHING FOR PROFESSIONAL COURSES ENTRANCE EXAMINATION Special Coaching is given to those appearing for Professional Courses Entrance Examination. PLACE OF TRAINING Training is given in 72 centres spread throughout the State. STUDENT INTAKE STRENGTH: No. limit. PERIOD OF TRAINING: 15 days prior to Entrance Examination. ELIGIBILITY: Should have appeared for Plus Two Examination and have applied for Entrance Examination. WHEN AND WHOM TO APPLY: In the month of March the District Backward Classes and Minority Welfare Officers concerned may be contacted. 3. TRAINING OF LAW GRADUATES: Training is imparted to fresh Law Graduates under Senior Advocates in legal practice. PLACE OF TRAINING: Chennai. INTAKE STRENGTH: 20 candidates are placed under 10 Senior Advocates in a year. PERIOD OF TRAINING: Three Years. Advertisement will be issued during the month of July every year. STIPEND: Each trainee is paid a monthly stipend of Rs.750/- and the Senior Advocate is paid an honorarium of Rs. 5001/- per annum. ELIGIBILITY: Should have passed B.L. Degree Examination with annual parental income limit of Rs.12,000/- WHEN AND WHOM TO APPROACH: Soon after the results of B.L. JOB ORIENTED TRAINING COURSES: To enable the students to compete in the job market the employment oriented training is given in the following fields. (a) COMPUTER TRAINING: Graduates are given training in the field of Computer Soft-ware through reputed computer firms. PLACE OF TRAINING: Chennai and Trichy at Present. INTAKE STRENGTH: Backward classes & Minorities - 105 Most Backward Classes & Denotified communities - 70 (Total strength has been increased to 1000 during this year). PERIOD OF TRAINING: 6 months. ELIGIBILITY: Must be a graduate with parental income limit of Rs.25,000/- per annum. BOARDING & LODGING FACILITIES: Boarding and Lodging facilities are provided for 50 boys and 50 girls. INTAKE STRENGTH: Backward Classes & Minorities - 150 Most Backward Classes & Denotified Communities - 100 PERIOD OF TRAINING: 3 months. BOARDING & LODGING FACILITIES: Food charges at Rs.250/- p.m. is paid per candidates for 3 months. ELIGIBILITY: Must have passed X Std with annual parental income of Rs.25,000/-.
