CITIZEN CHARTER
(2004-05)
Animal Husbandry contributes significantly in supplementing
the income of small, marginal farmers and landless labourers and in generating
gainful employment opportunities, especially self-employment to a substantial
number of rural and urban populations many of whom are women, who play a major
role in the care and management of livestock. It serves as a vital source for
providing nutritious protein rich balanced food in the form of milk, egg, meat
and value added products.
Animal Husbandry Department plays a major role in providing
veterinary health care and improving the genetic production potentialities of
livestock and poultry reared in the State. Apart from this, various beneficiary
oriented schemes are also being implemented for the economic upliftment and
welfare of the poor, downtrodden and weaker sections of the society. Various
veterinary Institutions spread throughout the State provide the above services.
With the dedicated and sustained efforts of the Department in implementation of
various beneficiary oriented programmes and judicious utilization of animals and
the natural resources in an eco balanced way, the livestock sector of the State
has been elevated to a prominent position.
The estimated milk production, which was 25.62 lakh metric
tones during 1983-84, has increased to 42.73 lakh metric tones during 1998-99
and further to 47.53 lakh metric tones during 2003-04. The per capita availability of milk per day has increased from 145 gms during 1983-84 to 191
gms during 1998-99 and further to 209 gms during 2003-04. During the same period
the estimated egg production, which was 996 million numbers in 1983-84 has
increased to 3588 million numbers during 1998-99 and further to 3784 million
numbers during 2003-04. Likewise the per capita availability of eggs per annum
has gone up from 21 numbers to 59 numbers and further to 61 numbers during the
above period.
Aims of the Department:
Ë Augmenting the
production potentialities of livestock and poultry and thereby increasing the
production of Milk, Egg and Meat.
Ë Providing necessary and
timely Veterinary assistance and health cover to the livestock and poultry.
Ë Implementing various
Central and State Government schemes for the upliftment of rural poor.
Ë Providing information
and training on basic and latest Animal Husbandry practices.
Administration:
The Animal Husbandry Department is under the overall control
of the Director of Veterinary Services and Director of Animal Husbandry. The
State is divided into 25 regions and each is under the control of one Regional
Joint Director of Animal Husbandry, who is responsible for all the activities of
the department in that region. The 25 regions are divided into 65 administrative
divisions each headed by one Assistant Director of Animal Husbandry who is
responsible for all the activities of the department in that division.
One Director in the cadre
of Additional Director is in-charge of the Institute of Veterinary Preventive
Medicine located at Ranipet, which is engaged in the production of various kinds
of livestock and poultry vaccines and other biologicals. One Central Referral
Laboratory for disease diagnosis, confirmation and monitoring is functioning at
Chennai. Moreover the Referral Lab coordinates the work of the Animal Disease
Intelligence Units headed by Assistant Directors functioning in various parts of
the State engaged in disease surveillance and monitoring.
In the Department, 8 Livestock Farms, 3 Sheep Farms, 20
Cattle Breeding and Fodder Development units and 2 Poultry Disease Diagnostic
Laboratories are managed each by one Deputy Director.

veterinary services provided in their area, which include health cover, disease
diagnosis, disease prevention, disease eradication, breeding support and
imparting training to farmers.
Veterinary Institutions:
Veterinary Institutions include 6 Polyclinics, 22 Clinician
Centres, 139 Veterinary Hospitals, 922 Veterinary Dispensaries and 2043 Sub-centres
spread throughout the State.

To provide veterinary services and breeding coverage to livestock reared by
farmers residing in remote areas, 55 Mobile Veterinary Units are functioning in
the state.
The department provides :
a. Medicines of very good quality
b. The treatment is rendered by qualified and trained Veterinary Doctors.
c. All sorts of cases are taken care of immediately.
d. Experts opinion are given on all animal husbandry practices
e.
Details regarding schemes,
insurance, death due to natural calamities, etc., can be obtained at all
veterinary Institutions.
Activities:
1. Breeding:
The policy followed for breeding of cattle and buffalo in our state is as
follows:
Ø Upgrading the progeny of the
local nondescript breedable female cattle by using the semen of dairy
breeds like Jersey and Friesian.
Ø Grading local buffaloes with
Murrah bulls.
Ø Breeding crossbred cows with
crossbred bull semen.
Ø Selective breeding of native pure
breeds of cattle such as Kangeyam and Umblachery in their respective
breeding tracts.
Over the years, the native livestock in particular cows and
she buffaloes have been developed by inseminating them with the exotic and
crossbred bulls semen, which have dominating milk production traits. For this
Artificial Insemination with frozen semen is being followed. The frozen
semen of the following breeds are available for Artificial Insemination:

ü Sindhi Cross
ü Graded Murrah
ü Murrah
Artificial Insemination is done using the above frozen semen
straws in the 3569 Artificial Insemination Centres spread throughout the state. A
charge of Rs.15/- is collected per Insemination.
To cater the needs of Artificial Insemination centers, 4
Frozen Semen Production centers are functioning in the following places.

Vaccination for large and small ruminants is done in all the
Institutions free of cost. RDVK
vaccination is done on specified days at Veterinary Institutions every week and
in Sub centers every fortnight. In addition to create awareness among the rural
people and to contain Ranikhet disease, a statewide fortnight vaccination
programme against Ranikhet is conducted during February every year. Farmers are
requested to approach the near by Institutions on the specified day.
3.Deworming:
Advantages of deworming:
1. Weight loss minimized.
2. Prevent delayed maturity.
3. Prevent high mortality rate.
4. Fertility rate improved.
5. Improved quality of meat, skin and carcass yield.
6. Prevent spread of zoonotic diseases like taeniasis and trichurisis
Note:
It is advisable to deworm the animals once in 3 months and
preferably before any vaccination.
4.Pregnancy verification:
Cows and she buffaloes are verified for pregnancy in all the
Veterinary Institutions and Sub centers. Pregnancy can be confirmed after 2
months of last Insemination.
5.Treatment of animals and diseases:
The Veterinary Institutions also carry out regular medical,
surgical, obstetrics and gynecological treatment.
6.Disease Prevention, Diagnosis, Control and Eradication:
As the adage goes "Prevention is better than cure",
the department is giving paramount importance for the prevention of diseases of
livestock and poultry. Moreover the department plays a major role in disease
diagnosis control and eradication. For the above purpose, the following units
