Citizens Charter
(2004-05)
Animal Husbandry contributes significantly in supplementing the income of small, marginal farmers and landless labourers and in generating gainful employment opportunities, especially self-employment to a substantial number of rural and urban populations many of whom are women, who play a major role in the care and management of livestock. It serves as a vital source for providing nutritious protein rich balanced food in the form of milk, egg, meat and value added products.
Animal Husbandry Department plays a major role in providing veterinary health care and improving the genetic production potentialities of livestock and poultry reared in the State. Apart from this, various beneficiary oriented schemes are also being implemented for the economic upliftment and welfare of the poor, downtrodden and weaker sections of the society. Various veterinary Institutions spread throughout the State provide the above services. With the dedicated and sustained efforts of the Department in implementation of various beneficiary oriented programmes and judicious utilization of animals and the natural resources in an eco balanced way, the livestock sector of the State has been elevated to a prominent position.
The estimated milk production, which was 25.62 lakh metric tones during 1983-84, has increased to 42.73 lakh metric tones during 1998-99 and further to 47.53 lakh metric tones during 2003-04. The per capita availability of milk per day has increased from 145 gms during 1983-84 to 191 gms during 1998-99 and further to 209 gms during 2003-04. During the same period the estimated egg production, which was 996 million numbers in 1983-84 has increased to 3588 million numbers during 1998-99 and further to 3784 million numbers during 2003-04. Likewise the per capita availability of eggs per annum has gone up from 21 numbers to 59 numbers and further to 61 numbers during the above period.
Aims of the Department:
Ë Augmenting the production potentialities of livestock and poultry and thereby increasing the production of Milk, Egg and Meat.
Ë Providing necessary and timely Veterinary assistance and health cover to the livestock and poultry.
Ë Implementing various Central and State Government schemes for the upliftment of rural poor.
Ë Providing information and training on basic and latest Animal Husbandry practices.
Administration:
The Animal Husbandry Department is under the overall control of the Director of Veterinary Services and Director of Animal Husbandry. The State is divided into 25 regions and each is under the control of one Regional Joint Director of Animal Husbandry, who is responsible for all the activities of the department in that region. The 25 regions are divided into 65 administrative divisions each headed by one Assistant Director of Animal Husbandry who is responsible for all the activities of the department in that division.
One Director in the cadre of Additional Director is in-charge of the Institute of Veterinary Preventive Medicine located at Ranipet, which is engaged in the production of various kinds of livestock and poultry vaccines and other biologicals. One Central Referral Laboratory for disease diagnosis, confirmation and monitoring is functioning at Chennai. Moreover the Referral Lab coordinates the work of the Animal Disease Intelligence Units headed by Assistant Directors functioning in various parts of the State engaged in disease surveillance and monitoring.
In the Department, 8 Livestock Farms, 3 Sheep Farms, 20 Cattle Breeding and Fodder Development units and 2 Poultry Disease Diagnostic Laboratories are managed each by one Deputy Director.

To provide veterinary services and breeding coverage to livestock reared by farmers residing in remote areas, 55 Mobile Veterinary Units are functioning in the state.
The department provides :
a. Medicines of very good quality
b. The treatment is rendered by qualified and trained Veterinary Doctors.
c. All sorts of cases are taken care of immediately.
d. Experts opinion are given on all animal husbandry practices
e. Details regarding schemes, insurance, death due to natural calamities, etc., can be obtained at all veterinary Institutions
Activities:
1. Breeding:
The policy followed for breeding of cattle and buffalo in our state is as follows:

Upgrading the progeny of the local nondescript breedable female cattle by using the semen of dairy breeds like Jersey and Friesian.

Grading local buffaloes with Murrah bulls.
-
Breeding crossbred cows with crossbred bull semen.
-
Selective breeding of native pure breeds of cattle such as Kangeyam and Umblachery in their respective breeding tracts.
Over the years, the native livestock in particular cows and she buffaloes have been developed by inseminating them with the exotic and crossbred bulls semen, which have dominating milk production traits. For this Artificial Insemination with frozen semen is being followed. The frozen semen of the following breeds are available for Artificial Insemination:

Artificial Insemination is done using the above frozen semen straws in the 3569 Artificial Insemination Centres spread throughout the state. A charge of Rs.15/- is collected per Insemination.
To cater the needs of Artificial Insemination centers, 4 Frozen Semen Production centers are functioning in the following places.
i) Eachenkottai in Thanjavur district
ii) Abishekapatti in Thirunelveli district
iii) Hosur in Krishnagiri district
iv) Udagamandalam in The Nilgiris district
The frozen semen produced in the above centers are distributed to Cattle Breeding and Fodder Development Units located in the following places.
These units in addition to frozen semen and liquid nitrogen distribution to all Artificial Insemination Centers, are engaged in fodder development activities by distribution of fodder seeds, fodder slips and fodder seedlings to needy farmers.
To increase the fodder production, Fodder Seed Production Units have been established in the following places.

Vaccination for large and small ruminants is done in all the Institutions free of cost. RDVK vaccination is done on specified days at Veterinary Institutions every week and in Sub centers every fortnight. In addition to create awareness among the rural people and to contain Ranikhet disease, a statewide fortnight vaccination programme against Ranikhet is conducted during February every year. Farmers are requested to approach the near by Institutions on the specified day.
3.Deworming:
Advantages of deworming:
1. Weight loss minimized.
2. Prevent delayed maturity.
3. Prevent high mortality rate.
4. Fertility rate improved.
5. Improved quality of meat, skin and carcass yield.
6. Prevent spread of zoonotic diseases like taeniasis and trichurisis
Note: It is advisable to deworm the animals once in 3 months and preferably before any vaccination.
4.Pregnancy verification:
Cows and she buffaloes are verified for pregnancy in all the Veterinary Institutions and Sub centers. Pregnancy can be confirmed after 2 months of last Insemination.
5.Treatment of animals and diseases:
The Veterinary Institutions also carry out regular medical, surgical, obstetrics and gynecological treatment.
6.Disease Prevention, Diagnosis, Control and Eradication:
As the adage goes "Prevention is better than cure", the department is giving paramount importance for the prevention of diseases of livestock and poultry. Moreover the department plays a major role in disease diagnosis control and eradication. For the above purpose, the following units are functioning.

Working Hours: 10.00 AM to 5.00 P.M. on all working days.
In the above units the following specimens are examined for accurate diagnosis.
1. Dung or Faeces - for parasities, undigested fibre, occult blood
2. Urine - for nephritis, cystitis, diabetes, ketosis, haematuria, sediments, bile pigments
3. Milk - For mastitis, brucellosis, Tuberculosis, Ketosis.
4. Skin scrapings - for parasities
5. Blood - for Parasities, RBC count, WBC count.
Farmers can also directly bring the above samples for accurate diagnosis to any of the above units.
National Project for Cattle and Buffalo:
The State Livestock Development Agency has been formed for implementing the National Project for Cattle and Buffalo during the 10th Plan period.
The salient features of this project includes:
1. Door step delivery of Artificial Insemination facility to farmers.
2. Conversion of 3262 Stationery Artificial Insemination centres into stationery cum mobile centre in 3 years period
3. Training of Artificial Insemination Technique will be given to 750 individuals and they will be positioned on self-employment basis.
4. Native breeds like Kangeyam and Umblacherry will be preserved and conserved.
With the implementation of the above project, the breeding coverage, which is now 32% in cows and 11% in she-buffaloes, will be increased to 67% in cattle and 56% in buffalofemale breedable population at the end of the project.
Special Schemes:
1. Hill Area Development Programme:
Implementation: Nilgiris District since 1975.
Mode of functioning:
ü Two Mobile Units one at Kothagiri and another at Gudalur and one Animal Disease Intelligence Unit at Udgamandalam are functioning to serve the people of the hilly areas in Veterinary Health Services.
ü Strengthening of Frozen Semen Bank at District Livestock Farm, Udagamandalam apart from improving the fodder production in the farm.
Beneficiary: Weaker sections of the hilly area.
2,Western Ghat Development Programme:
Implementation: Coimbatore, Dindigul, Madurai, Thirunelveli, Virudhunagar. Kanyakumari, Theni and Erode districts since 1981.
Mode of functioning:

Mobile Veterinary Units one at Vettaikaranpudur, coimbatore district and another at Uthamapalayam, Theni district and one Animal Disease Intelligence Unit at Dindigul are functioning to serve the people of the area.

300 farmers of the project area are given training regarding the latest animal husbandry practices at District Livestock Farm, Abishekapatti.
-
Encouragement for fodder cultivation.
Beneficiary: Weaker sections of the programme area.
3.Kalnadai Padukappu Thittam:
Implementation: All districts except Chennai since 2000.
Mode of functioning: Special camps are conducted in remote villages where Veterinary facilities are inadequate with an aim of providing total health cover to Livestock and Poultry free of cost. Various activities like health care, disease prevention, deworming, castration, artificial Insemination, pregnancy verification and infertility treatment are carried out in the camps.
Beneficiary: Livestock rearers of the villages and surrounding villages in which the camp is conducted. During the last three years, a total of 14237 camps have been conducted benefiting 165.91 lakh animals.
4.Canine Rabies Control Programme:
Implementation: Madurai and Thirunelveli corporations.
Mode of functioning:

Systematic, periodical door-to-door prophylactic vaccination of pet dogs against rabies after collecting the cost of vaccine.
-
Post exposure vaccination of all livestock including dogs free of cost.
-
Creation of awareness among the public through publicity and propaganda by distributing pamphlets and handbills and by conducting dog shows.
Beneficiary: All pet owners including the public as the incidence of rabies in human beings and dogs living around these centers have come down significantly.

8) Conservation of Grazing Land:
Implementation: All districts
Mode of functioning: To avoid degradation and depletion of grazing land by using it indiscriminately for other purposes, the Government have ordered not to transfer the grazing land for other purposes unless suitable land of the same extent is developed as grazing land in the same district.
An amount of Rs.6000/ acre or Rs.15000/hectare has to be deposited in Panchayat Union local fund deposit for conversion of alternate land into grazing land.
Beneficiary: All the rural people.
DROUGHT RELIEF:
Government released a sum of Rs.2000 lakhs during the year 2003-04 from Calamity Relief Fund towards drought relief work for Animal Husbandry Department.

To protect the Cattle from Foot and Mouth Disesase, which causes great economic loss to the farmers.
-
To provide drinking water to livestock, digging of borewells and related works like overhead tanks and water troughs in Veterinary Institutions.
-
To have a substantial improvement in fodder production the infrastructure required in fodder inputs production were developed at larger farms and smaller farms. The item of work includes land development, improvement in irrigation facilities, power supply etc.
-
The existing poromboke grazing lands in the villages were developed by providing fencing, irrigation etc. for fodder production.
For the year 2004-05, the Government have released a sum of Rs.411 lakhs from Calamity Relief Fund towards following drought relief works:

To vaccinate the livestock against Foot and Mouth disease at a cost of Rs.132 lakhs
-
To provide drinking water facility to livestock at a cost of Rs.75 lakhs
-
Fodder seed distribution at a cost of Rs.24 lakhs.
-
To provide feed concentrate at a cost of Rs.180 lakhs
LIVESTOCK FARMS:
Livestock Farms are maintained for selective scientific breeding of specific species of Livestock. They serve as demonstration farms and as a source for quality livestock to the farmers. In addition, these farms supply fodder seed materials and impart training to needy farmers in the latest Animal Husbandry techniques.

Insurance particulars of livestock and poultry:
Livestock and poultry can be insured through United India Insurance Company Limited, New India Assurance Company Limited, Oriental India Insurance and National Insurance. Branches of these companies are functioning all over the State. The policy covers death of the animal due to:

Accidents: Fire, lightning, flood, inundation, storm, hurricane, earthquake, cyclone, tornado, tempest and famine.

Diseases: contracted or occurring during the period of the policy. E.g. Viral diseases, Bacterial diseases etc.

Surgical operation

Riot and strike
-
Terrorism
For death claims, the details like claim form, death certificate obtained from qualified Veterinarian in prescribed form, Post-mortem examination report and ear tag of the animal are to be attached. Besides Foetus insurance scheme, revised calf rearing insurance scheme, Pet dog-insurance etc., are also available.
Adopt following techniques to prevent cruelty to animals:

Never procure milk from cow by giving oxytocin injection
-
Never introduce air or any substance into the genital passage of milch animals in order to increase the flow of milk.

Never overstock the animals while bringing them to the market for sale.
-
Never beat the animals cruelly.
-
Provide sufficient milk to the calves.
-
Never put very young animals to work.
-
Never keep the animals yoked for long distances.
-
Never brand the animal on the face or body for no valid reason.
-
Never carry the animals or birds upside down while carrying for slaughter.
-
Provide sufficient water and feed while transferring animals to long distances.
-
Never sacrifice animals in the name of religion.
-
Never subject animals or birds to vivisection. (Vivisection can be defined as subjection of living animals to experiments in the pursuit of scientific knowledge or in the course of commercial manufacturer)

Always report to the Village Administrative Officer and Veterinary Assistant Surgeon of the area immediately in case of signs of any outbreaks of infectious diseases for necessary control measures.
Contact the Assistant Director of Animal Husbandry of respective areas to know more about the Schemes operated in your area.
In case of loss of animals due to Natural calamities, make it a point to inform the District Revenue Officials with necessary Post-mortem certificate, certified by Veterinary Assistant Surgeons of the respective area to claim the loss.
