Citizens Charter - 2005-2006

Introduction

IT Department Citizens’ Charter aims at setting the service standards and ensures access to information in a more transparent and accountable manner through an effective mechanism for meeting the needs of the citizens.

Citizens’ Charter of the IT Department

The IT Department will aim at an efficient delivery of services to the citizen using Information Technology as an enabling tool. To this effect, IT department will work closely with other departments/undertakings of the Govt. for IT enabling their operations for efficient and speedy delivery of services, through different service levels and Tamil Nadu State Wide Area Network (TNSWAN).

A) Service Levels

Level-1 Emerging Web

Enabling web presence in bilingual mode for all the departments involved in the citizen services and post all valuable citizen centric information online to the public.

Level-2 Enhanced features

Facility will be provided for the public to download all the schemes details and forms with minimum search. The email contacts of the respective officials will be hosted for the convenience of the public to post queries.

Level-3 Interactive features

Facility will be provided for online filling and submission of all the forms. This involves different types of forms such as new registration, certificates, scheme applications, change of particulars etc.

Level-4 Transaction

Facility will be provided for availing all the services online including acceptance of e-payments, service status notification, delivering the status through email/SMS, delivering the services through appropriate channels etc.

Level-5 Integrated Services

All the services will be integrated through a portal for anytime, anywhere delivery. The citizen will be provided a single interface to the Government. The services would be the main identity rather than which department delivering the services.

B) TNSWAN

Information Technology Department will enable role out of TNSWAN to ensure Simple, Moral, Accountable, Responsive and Transparent (SMART) delivery of services to the citizens.

ELCOT

Introduction

ELCOT’s Citizen Charter aims at setting standards for the services rendered by ELCOT to its Clients including the State Government.

Vision

The Vision of ELCOT is

  • To make Tamil Nadu as the Destination of Choice for IT investments.

  • To enthuse all Government Departments to embrace and promote e-Governance initiatives.

  • To provide quality service to its clients including Government Departments and the Government Undertakings.

Citizens’ Charter of ELCOT

The Citizen Charter of ELCOT will aim at improved service with functional efficiency for all its clients including IT Entrepreneurs, Industry, Government Departments and Undertakings.

Commitments

  • To facilitate leading IT Companies to locate their IT and ITES operations.

  • To enable the Small and Medium Enterprises in the IT and ITES sector to globalize their operations.

  • To leverage IT to generate employment opportunities and improve the quality of life of the ordinary citizen.

  • To facilitate creation of Information and Communication Technology (ICT) infrastructure so as to deliver the fruits of IT in the rural areas and bridge the Digital Divide.

  • To facilitate and enthuse all Government Departments and Undertakings to deploy IT products and services by being the ‘Vendor of Choice’.

  • To reduce the time from receipt of request to delivery of products from 12 weeks to 6 weeks.

Standards of Service and Functional Efficiency

  • The standard of service levels will meet the client’s expectations in terms of quality, delivery time and pricing.

  • The functional efficiency will include handholding investors with a smile, meeting customer needs with openness and the needed transparency.

TAMIL VIRTUAL UNIVERSITY

This Charter is a declaration of the Tamil Virtual University, a Registered Society of the Information Technology (IT) Department, Government of Tamil Nadu.

This Charter incorporates the Vision, Mission, Deliverables and Commitments of Tamil Virtual University (TVU) to the Tamils living around the globe.

VISION:

  • Provide educational material through Internet for acquiring educational qualifications in Tamil.

  • Provide resources to know about Tamils Literature, Culture, Art and Heritage through Internet.

  •  To promote Tamil Software development and Research in Tamil IT

MISSION:

  • To develop and deliver Internet based learning material in Tamil language, literature and culture to Tamils living around the globe and others interested.

  • To develop and deliver programmes on the culture of Tamils for the Tamil communities living in different parts of the world and help them retain their contact with their heritage.

  • To initiate and continue necessary measures to coordinate and pool together knowledge resources, developed in Tamil in different parts of the world, for wider dissemination.

  • To offer academic programmes in Tamil language, literature and culture for audit or credit and to award appropriate Certificate / Diploma / Degree on completion of prescribed requirements.

The TVU Website:

The TVU website, links and brings together the entire Tamil community spread across the world providing a cultural and academic window reflecting the heritage of Tamils.

Academic Programmes materials

The entire set of lessons for the Certificate course, Tamil B.A. Programme and others with rich multimedia support are made available for e-learning on the web.

This could be made use of as a web reading materials by any public, (not necessarily student registrants) after registering themselves an auditors on no fee.

Digital Library for the Public & Researchers

A very rich digital library accommodating a good amount of Tamil literature from Sangam age to date, dictionaries and technical glossaries is established on TVU’s web site.

This could be made use of with all its digital advantage by any, from general public to researchers after registering themselves as a Library user of TVU which does not involve any fee.

Tamil Software Development

Development efforts in the Tamil software for usage by public as well as of R&D nature is encouraged grant in aids through a Tamil Software development Fund provided by the Tamil Nadu Government. The public as well as Tamil Software developers can access and benefit from the same.

Tamil Software Certification

Government of Tamil Nadu have standardized the keyboards, namely the Tamilnet 99 and Typewriter keyboards for data entry and TAM and TAB encoding for Tamil letters. TVU is the Testing and Certifying Agency for their Tamil Software suites for the compliance with these standards.

These certified packages are published on the TVU website and computer users and Application Developers can select the appropriate one for code compliance across their applications and data interchange.

COMMITMENTS:

  • To offer Internet based education for one to get Certificate, Diploma, Higher Diploma & Degree in Tamil language.

  • To provide dictionaries for Tamil in different languages

  • To develop TVU as a knowledge network for Tamil Nadu, covering education and web based resources on all areas of interest to Tamils around the world.
