Information Technology Department Citizens Charter - 2005-2006 Introduction IT Department Citizens’ Charter aims at setting the service standards and ensures access to information in a more transparent and accountable manner through an effective mechanism for meeting the needs of the citizens. IT Vision Put the smile of prosperity on the face of every citizen of Tamil Nadu by leveraging IT to create value and wealth for a knowledge-based State Citizens’ Charter of the IT Department The IT Department will aim at an efficient delivery of services to the citizen using Information Technology as an enabling tool. To this effect, IT department will work closely with other departments/undertakings of the Govt. for IT enabling their operations for efficient and speedy delivery of services, through different service levels and Tamil Nadu State Wide Area Network (TNSWAN). A) Service Levels Level-1 Emerging Web Enabling web presence in bilingual mode for all the departments involved in the citizen services and post all valuable citizen centric information online to the public. Level-2 Enhanced features Facility will be provided for the public to download all the schemes details and forms with minimum search. The email contacts of the respective officials will be hosted for the convenience of the public to post queries. Level-3 Interactive features Facility will be provided for online filling and submission of all the forms. This involves different types of forms such as new registration, certificates, scheme applications, change of particulars etc. Level-4 Transaction Facility will be provided for availing all the services online including acceptance of e-payments, service status notification, delivering the status through email/SMS, delivering the services through appropriate channels etc. Level-5 Integrated Services All the services will be integrated through a portal for anytime, anywhere delivery. The citizen will be provided a single interface to the Government. The services would be the main identity rather than which department delivering the services. B) TNSWAN Information Technology Department will enable role out of TNSWAN to ensure Simple, Moral, Accountable, Responsive and Transparent (SMART) delivery of services to the citizens. Academic Programmes materials The entire set of lessons for the Certificate course, Tamil B.A. Programme and others with rich multimedia support are made available for e-learning on the web. This could be made use of as a web reading materials by any public, (not necessarily student registrants) after registering themselves an auditors on no fee. Digital Library for the Public & Researchers A very rich digital library accommodating a good amount of Tamil literature from Sangam age to date, dictionaries and technical glossaries is established on TVU’s web site. This could be made use of with all its digital advantage by any, from general public to researchers after registering themselves as a Library user of TVU which does not involve any fee. Tamil Software Development Development efforts in the Tamil software for usage by public as well as of R&D nature is encouraged grant in aids through a Tamil Software development Fund provided by the Tamil Nadu Government. The public as well as Tamil Software developers can access and benefit from the same. Tamil Software Certification Government of Tamil Nadu have standardized the keyboards, namely the Tamilnet 99 and Typewriter keyboards for data entry and TAM and TAB encoding for Tamil letters. TVU is the Testing and Certifying Agency for their Tamil Software suites for the compliance with these standards. These certified packages are published on the TVU website and computer users and Application Developers can select the appropriate one for code compliance across their applications and data interchange.
