Schemes for the Welfare of Backward Classes, Most Backward Classes and Denotified Communities Calling Reputed Institutes / Organisations for Providing Training to Minority Candidates
Availability of benefits The benefit of schemes implemented for the welfare of BCs, MBCs, DNCs in Tamil Nadu are available only to those who are natives of Tamil Nadu and who belong to the castes included in the list of BCs, MBCs, DNCs . Any one who is not a native of Tamil Nadu is not entitled to any benefit from any scheme even if he belongs to a caste included in the list of BCs,MBCs & DNCs of Tamil Nadu. BC, MBC& DNC Welfare schemes are being implemented by district Collectors in the districts. He is assisted by District Backward Classes and Minorities Welfare Officer -Cum- Regional Manager Tamil Nadu Backward Classes Economic Development Corporation in the implementation of the schemes at the district level. Prematric ScholarshipsTuition Fees:Tamil Medium: In Tamil Nadu, no tuition fees is collected from the students irrespective of community/income studying in Tamil Medium from standards I to XII in Government/Aided schools. For them education is offered free. Hence no amount towards tuition fees is sanctioned to BC/MBC/DNC students under the scholarship scheme. English Medium: Since Tuition fees is charged for English Medium students, the following rates of Tuition fees are reimbursed to BC/MBC/DNC students as detailed below. (i) Reimbursement of Tuition fees to students in Govt./Govt. Aided English Medium Schools Following concessions are available to - All MBC and DNC students without any condition - BC students who belong to non-graduate family and whose parental income does not exceed Rs.50,000/- per annum.
(ii) Reimbursement of Spl. Fees (a) VI to VIII Std - For DNC students, Rs.14 per year for Boys and Rs.13 per year for girls is reimbursed by the Govt. (b) IX and X Std - For BC/MBC/DNC, Rs. 23.50 per year is reimbursed for boy students and Rs.22.50 per year for girls. (iii) Examination Fees Reimbursement The examination fees is fully reimbursed for X Std for all BC/MBC/DNC students. Condition: Only those BC, MBC&DNC students are eligible to get the benefits under (ii) and (iii) above whose parental income does not exceed Rs.50,000/- per year. Note: i) No Application form is necessary for availing any of the Prematric Scholarships ii) Reimbursable portion of special fees should not be collected by the school. iii) The Headmaster is responsible for claiming reimbursement of Special fees from the District Backward Classes and Minorities Welfare Officer of the District. Postmatric scholarship is given to students from Plus 1 to Ph.D level. Under this, Tuition fees , Special fees ,Examination fees, Book money, Boarding and Lodging are reimbursed at the rates included in the Scholarship Notification. Conditions: (i) Parental annual income should not exceed Rs.50,000/- for BCs/MBCs/DNCs (ii) Minimum marks 40% for BCs/MBCs. No minimum marks are prescribed for DNCs. Note: The amount sanctioned under Postmatric Scholarship schemes are very restricted in nature because of the limitations governing the scheme. However under free education schemes higher amounts are sanctioned to those fulfilling the conditions. Therefore the students are advised to explore the possibility of availing higher amounts under the liberalised Free Education Schemes. If the conditions imposed for free education schemes could not be fulfilled, then the students can attempt to apply for the regular Postmatric Scholarship Scheme. It provides that a post-matric scholoarship scheme for meritorious students from minority communities would be implemented. Free Education SchemesFree Education Scheme is applicable to BC, MBC & DNC students studying in
(under graduate only) Conditions: For BCs / MBCs/DNCs: - Parental annual income should not exceed Rs.50,000/- p.a. - Students should be first graduate in the family. For MBCs & DNCs - No conditions in so far as the 3 year Degree Courses only (Viz BA, B.Sc., B.Com etc), 3 year Polytechnic Diploma Course and Professional Degree Courses like Medical, Agricultural, Veterinary, Law, Indian Medicine etc., conditions applicable to BC also applicable to MBC/DNC. Nature of Concessions: Tuition fees, Special fees, Examination fees, Other Compulsory fees payable by the students to the institutions at the rate fixed by respective Departments are reimbursed to the students. The fees structure charged in Government Colleges alone will be sanctioned irrespective of the rates charged by other private Colleges. The approximate amount totally sanctioned to the students under free education schemes for various courses are indicated below for the general guidance of the students.
( This is only an illustrative list and not exhaustive ) HOSTELLERS For the BC / MBC /DNC students staying in hostels attached to Educational Institutions & private approved hostels, in addition to the regular Postmatric / Free Education amounts, the following Boarding & Lodging charges are also sanctioned and disbursed along with the scholarship amount. Scholarship Application Form: Scholarship application Forms are centrally printed and supplied to the Educational Institutions by the District Backward Classes and Minorities Welfare Officers in the districts. The eligible BC/MBC/DNC students can therefore easily obtain the Scholarship forms free of cost and resubmit the filled in application forms directly to the Heads of Educational Institutions. Specimen Copy However specimen copy of the Scholarship application forms is also made available in this website, which can be down-loaded by the general public/students, in case of any difficulty in securing the printed scholarship applications from the Educational Institutions. Students are generally advised to apply for scholarships in the printed scholarship forms. To download Application form click here: Fresh Renewal Incentives for Rural MBC/DNC girl students: Rural MBC/DNC girl students whose parents income does not exceed Rs.25,000/- p.a. are given incentives at the following rates.
Preference is given to (i) Girl students of widows (ii) Girl students of abandoned mother (iii) poorest among poor students. State and District level prizes: Highest Marks scorers (in Higher Secondary Exam and S.S.L.C Public Exam) among BC/MBC/DNC students at the State level and District level are awarded the following prizes every year :
The meritorious candidates need not separately apply for these prizes and awards. No application form is prescribed. No income limit fixed. The meritorious candidates will be selected by the Directorate of BC & Minorities Welfare after obtaining the State level Merit List from the Director of Government Examinations for the 10th Standard and +2 Public Examinations. The prizes will be awarded by DBCWOs and disbursed through the Heads of Institution. Thanthai Periyar Memorial & Perarignar Anna Memorial AwardsThanthai Periyar Memorial AwardTwo Boys and Two Girls in each district, who secured Highest marks in X Std. among the BC/MBC/DNC students and studying Diploma Courses in Polytechnics are awarded Rs.3000/- per year for three years. There is no income ceiling fixed and no application is necessary. Prizes will be awarded by the DBCWOs on receipt of merit list from Directorate of Government Examinations and disbursed through the Heads of Educational Institutions. Perarignar Anna Memorial Award2 Boys and 2 Girls in each district from BC/MBC/DNC students who secured Highest marks in +2 Exams in each District and pursuing Professional Courses Viz. Medical, Engineering , Veterinary, Law, Agriculture, etc., in the Institutions situated in Tamil Nadu are awarded Rs.3000/- per year for four years or till the normal Course completion. No income ceiling is fixed and no applications is necessary. The prizes will be awarded by DBCOs on receipt of merit list from Directorate of Government Examination and disbursed through the Heads of Educational Institutions. The Government is running 973 BC, MBC & DNC Hostel throughout the State. Following BC/MBC/DNC students are eligible for admission in hostels. - Parental annual income should not exceed Rs.50,000/. - Distance limit of 5 kms. from residence (for Boy students) - No distance limit is prescribed for Girl students. - IV to XII Standards are admitted in School Hostels. - Degree and Polytechnic Students are admitted in College Hostels. Separate Hostels are maintained for Boys and Girls. Facilities available in Free Hostels i) Free Boarding & Lodging facilities ii) Two sets of Polyester Cotton Uniforms to students upto X Std. iii) Special Guides to X and XII students iv) Woolen Sweaters to Hostels in Hill areas. v) Free Text Books to students studying from VI to VIII Std. Application Forms Printed application forms are available with the Wardens/Matrons of the respective Government hostels and District Backward Classes and Minorities Welfare Officers in the districts. Students aspiring to get admission into the Government hostels can easily obtain the Admission forms and resubmit them to the District Backward Classes and Minorities Welfare Officers. Specimen Copy: However specimen copy of the Hostel Admission Form is also made available in this website, which can be downloaded by the general public/students in case of any difficulty in securing the printed forms. Students are generally advised to apply for Hostel admissions in the printed forms. Boarding GrantsBesides the above free Government Hostels, the Government have also recognised privately managed subsidised Hostels for enabling the poor BC/MBC/DNC Students to secure accommodation and food for continuing their studies. The managements of these private Hostels are sanctioned boarding grants at the rate of Rs. 200/- Per month to meet the feeding charges of the students. As a policy new hostels are not recognised by the Government for financial assistance. Only old hostels recognised long back are sanctioned financial assistance. Eligiblity: BC/MBC/DNC Students staying in the recognised Private Hostels . Quantum of Grant : Rs.200/- p.m. to each student for 10 months in a year. Conditions : - Parental Annual income should not exceed Rs.50,000/- Students need not apply for this benefit which is claimed by the Hostel authority and appropriated against students hostel bill. The people belonging to "Piramalai Kallar" community, which is included in the list of DNCs are concentrated in Madurai, Theni and Dindigul districts in Tamilnadu. The schemes intended for the upliftment of the Piramalai Kallars are being implemented by the Special Deputy Collector (Kallar Reclamation), with head quarters at Madurai adjacent to Madurai Collectorate. He is working under the administrative control of Director of MBCs and DNC, Chepauk, Chennai-5. 260 Special Kallar Reclamation (KR) Schools and 48 hostels are being run for the benefit of Piramalai Kallars in Madurai, Theni and Dindigul Districts. Midday meals, uniforms, text books and slate, are given free of cost in these schools. Free Supply of Bi-Cycles to Students During 2004-05, Government introduced a new scheme viz., the Supply of Free Bicycles for BC / MBC / DNC Girls students, who were studying +1 and +2 classes in Government and Government aided schools. During 2005-06 the Government have extended the scheme of Supply of Free Bicycles to BC / MBC / DNC Boys students also who were studying +1 and +2 classes in Government, Government aided and Partly aided schools. Government have subsequently ordered the scheme of supply of Free Bicycles to BC / MBC / DNC girls students, who were studying +1 in Government, Government aided and Partly aided schools.
NOTE: Students staying in Residential schools and schools where the Hostels and the schools are in the same campus are not eligible under this scheme. The training Courses and the Number of Candidates to be trained may vary from year to year according to the funds provided.
