TAMIL NADU MINORITIES ECONOMIC DEVELOPMENT CORPORATION LIMITED
Objectives:-
The object of the Corporation is to provide loans for the economically and financially viable schemes, trade or project to the individuals, Groups, Societies, belonging to the Minority Communities at lower interest rates for their economic upliftment through the following Sub-Chanelising Agencies. District Central Co-operative Banks/Urban Co-operative Banks/Primary Agricultural Co-operative Banks. Tamil Nadu Industrial Co-operative Bank. Tamil Nadu Handloom Development Corporation. Private Banks/Nationalised Banks. District Co-operative Milk Producers Unions.
I. INDIVIDUAL TERM LOAN SCHEME:-
Eligibility Criteria:- a). Annual Family Income Limit:- Rural : Below Rs. 39,500/- Urban : Below Rs. 54,500/-
b). Age Limit:- Individual’s Age should be 18 years and above.
c). Community:- Beneficiary should belong to Minority Community. Viz: Muslims, Christians, Sikhs, Buddhists, and Parsis.
Documents Needed:- Submission of loan application:- The loan application have to be submitted to any one of the following Officers:-
The District Backward Classes and Minority Welfare Officer The Regional Joint Registrar of Co-operative Societies in the Districts. Concerned Co-operative Banks in the Districts.
Applications can be had at the above offices/Banks including Corporate Office at free of cost. Application along with the copy of the following documents should be sent to the aforesaid offices. Income and Community Certificates. Ration Card. Reason for applying loan ( Details of Business) Project Report (In case of big project only) Driving License (In case of loan for applying for the Transport Sector). Documents required by the bank if any.
Selection of Beneficiary:- For the disbursement of Term loan through Co-operative Banks, Term loan applications are being received from the beneficiaries at the office of District Backward Classes and Minorities welfare officer in Districts, Office of the Joint Registrar of co-operative societies and at the Co-operative Banks. After scrutiny and ensuring the viability of the schemes and credit worthiness of the applicant by the co-operative Banks, the applications are being placed before the District Selection and Review Committee headed by the District Collector with the following members. 1) District Collector - Chairman 2) Regional Joint Registrar of Co-op. Societies - Implementation Officer 3) Special Officer District Selection and Review & Selection Committee - Member 4) Special officer Urban Co-operative Banks / Deputy registrar of Co-op. Societies/ representatives of viable Primary Agricultural Co-op. Banks - Member 5) District Backward Classes and Minorities Welfare Officer - Convener
The above committee sanctions the loans to the eligible Minorities through Co-operative Banks. Based on the Form-A together with the District Review and Selection Committees Report, TAMCO enters into agreement with the Co-operative Banks and disburses the loan to the beneficiary through Co-operative Bank. For disbursement of loan under Milch Animal scheme through Aavin, District Milk Producers Unions are selecting the beneficiaries among the members of the Milk Producers Co-operative Societies under their control and Aavin (Federation ) recommend for sanction of loan to such beneficiaries.
Sharing Pattern:- Sharing Pattern of Term Loan (Except Transport Sector)
Loan Amount and Repayment :-
Under this scheme, total loan amount of Rs. 943.98 lakhs have been sanctioned and disbursed to 2160 beneficiaries as on 30.09.2005. II. ENTREPRENEUR DEVELOPMENT PROGRAMME TRAINING FOR 1000 MUSLIM YOUTH SCHEME: MUSLIM YOUTH SCHEME: The State Government had sanctioned EDP training to 1000 Muslim Youth with a minimum loan assistance of Rs. 25000/- to each beneficiary after the completion of EDP training. The Government has released Rs. 3.85 lakhs to TAMCO towards the training cost to 1000 Muslim Youth. The status of the Training programme and loan disbursed are furnished below: No. of persons selected - 945 No. of persons trained - 694 No. of persons for whom loans disbursed - 213 Amount of loan disbursed - Rs. 69.32 lakhs
III. Formation of Industrial Co-operative Societies for Muslim Youth: In the meeting convened on 26-07-2004 the Chief Secretary to Government of Tamil Nadu gave instructions to Tamil Nadu Industrial Co-operative Bank to extend TAMCO loan assistance to 470 Muslim Youth for the formation of Industrial Co-operative Societies/starting of Self Ventures. As a follow up measure, based on the request of TAMCO, the District Collectors of Coimbatore, Vellore and Tirunelveli constituted a District Selection Committee. Based on the recommendation of the above committee, TAICO Bank came forward to sanction TAMCO loans 125 Muslim youth as per the following terms and conditions.
1: The beneficiary should be a Muslim Youth 2: He should posses driving license and his family Annual Income should be below Rs. 54500 for Urban and Rs. 39500 for rural areas. 3: He should give two auto drivers mutual sureties and collateral security. If he is not in a position to produce collateral security, he should give one additional surety of an earning member of his family and deposit 10% of the cost of auto as deposit with TAICO Bank in order to cover non-payment of dues etc. The deposit amount will carry 7% interest per annum. 4: He should contribute 5% of the cost of auto as beneficiary's contribution. 5: The Industrial Co-operative Society for auto will collect the instalments from the beneficiaries on daily basis and remit it to TAICO Bank immediately. 6: Each beneficiary should contribute a sum of Rs. 800/- as his contribution towards the paid up share capital of the society. 7: The above society will be under the administrative control of Industries and Commerce Department, Government of Tamil Nadu and one officer of the Industries Department in the rank of Superintendent will be the special officer of the society. Out of 125 Muslim Youth, 121 Muslim Youth came forward accepting the above terms and conditions. The loan amount of Rs.102 lakhs was disbursed through TAICO Bank and 121 autos were handed over to them by the honorable Chief Minister on 13.09.2005.
IV. MICRO-FINANCE SCHEME: As per G.O.2, Backward Classes, Most Backward Classes and Minorities Welfare Department, dated: 02.01.2004 Government has permitted TAMCO to implement Micro-Finance for the upliftment of poor Minorities with the loan assistance from National Minorities Development and Finance Corporation.
Salient features of the Scheme:
7) Income Eligibility Criteria: Annual Family Income - Less than Rs.39,500/- in Rural Areas and Less than Rs.54,500/- in Urban Areas. 8) Age Group: The borrower should be a regular member of a 'Minority Self Help Group" (MSHG) practicing 'Thrift and Credit" for at least six months. 9) Composition of Self Help Groups: A Minority Self Help Group is one in which at least 75% of the members are from minority communities. In very exceptional cases, groups upto 60% members belonging to minority communities will also be eligible provided other members belong to weaker sections including Scheduled Castes / Scheduled Tribes, other Backward Classes and disabled. The borrowers already covered under any other scheme of financing sponsored by Central or State Government or financing institutions and having outstanding loans against their names shall not be eligible. Maximum Numbers in a Self Help Group : 20 Minimum Numbers in a Self Help Group : 12
Men and Women can be members of the Self Help Groups. Preference will be given to Women beneficiaries.
10) Purpose of Loan: Any Petty trade to be undertaken in rural / urban area for income generation for their livelihood for example, Vegetable Shop, Tailoring Shop, Idli Shop, Flower Shop, Fruit Stall and so on.

Banks - Member 5) District Backward Classes and Minorities Welfare Officer - Convener Under this Scheme, total loan amount of Rs. 79.07 lakhs have been disbursed to 890 beneficiaries as on 30.09.05 Other Schemes: Mahila Samridhi Yojana Scheme in Tailoring, Knitting and Embroidery As per the NMDFC's above scheme, 40 Minority poor women are given training in tailoring, knitting and embroidery for six months at a cost of Rs. 1,80,000/-. 85% of the cost is to be met by NMDFC and 15% by TAMCO. After, the training, the beneficiaries are to be motivated to form Self-Help Group and avail Micro-Finance.
